Fragmented approaches

• Numerous school boards from center to states
• Course of school text books changes from state to state
• School text publishers are also fragmented from govt. publishers to various private publishers
• Historically, govt. supported production of only Braille books for print disabled

Result: Very difficult to ensure that students get books in the accessible formats that they need, from multiple sources.
