Abstract
In this paper, I thought about the circulation of information on WWW from "Master index of information on welfare and supporting for disabled people"("Master index") and summarized about problems. The number of registration and users was increasing. Then people can get many pieces of information easily. On the other hand, it comes to be difficult to search what people really need. Main users were physical disabled people and there was small number of visually handicapped users because of the index made with visually (WWW). It will be necessary to arrange system and make up information of several fields. I'm afraid that protection of privacy will be a important problem because of netiquette.
