Abstract:
It is quite important that rehabilitation tools and prosthetics, which are provided for persons with disability by welfare offices, must be what these people need. However, inadequate apparatus are often supplied. The main reason is attributed to the fact that most staffs working in welfare offices are general service staff. Since the position is frequently rotated, they are not well trained as specialist. Another reason is their lack of technical knowledge of rehabilitation tools. Even if the staffs are expert of welfare, they do not know well about tools because they have not taught technical knowledge in the school. Therefore, new education system for welfare experts must be established. Particularly important is to gather up special knowledge and to make standard of textbook.
