1) Runs 4 sections of the center as follows; Seishi-Ryogoen (Institute for physical ly disabled children), Murasaki-Aiikuen (very severely both physically and mentally disabled children), Gairai-Ryouikubu (clinic, day care service, and supporting function for community care systems), and Ryoiku-Kenshujo (post-graduate education courses for staffs working for handicapped children)
2) Training medical and co-medical staffs from Asian countries in cerebral palsy during short period.

(1) As a rehabilitation center for the visually disabled persons, the Lighthouse provides training necessary for the visually disabled persons to lead a social life, such as in communication, social adaptation and ADL.
(2) Vocational training.
(3) Guide dog programs.
(4) Education of instructors for mobility training.
(5) Production and lending out of Braille and recorded books.
Activities for the past two years:
(1) Trained 128 visually disabled persons
(2) Successfully supported all six of those who have received vocational training in finding work
(3) The Information and Cultural Center for the Visually Disabled accepted the role as a host center for the nationwide network system "Tenyaku Hiroba" which contains an enormous amount of Braille data and ibibliographic information.
