Abstract of "Building Consumer-Centered Social Services."

In UK the Disabled People's Independent Living Movement concentrated on campaigning to legalize direct payments.

Direct payments is seen by disabled people as the best way to place choice and control in the hands of the disabled person.

We need to get away from the idea of disabled people as 'passive recipients' of 'care services' and move towards an image of ourselves as active managers of our own support.

For the first time local authorities in this country are yielding power both to individual users and organizations of disabled people (rather than organizations for disabled people) by entering into contracts with our organizations to provide the support, advice and information we have gathered from managing our own personal assistants which is now needed by other disabled people.

In conclusion, the overriding message is 'partnership' between disabled people, our organizations and local and central government. We all still have a long way to go!
