    3. Independent Living Calls for Support System and Laws Prohibiting Discriminations.
  2. Key Concepts to Improve Laws to Support Independent Living
    1. Realize Integrated Education/Inclusion in Education.
    2. Maximize Opportunities for Social Participation.
    3. Legally Recognize Self-Advocates* Organizations, Enterprises, and Activities.
  3. Nursing Care Insurance Act and Supporting Independent Living
    1. Nursing Care Insurance Policy That Do not Have Provisions of Social Participation.
    2. Need for Legalizing Services such as Out-of-Home Services and Meal-on -Wheels, and Supporting Non-Profits that Provide Various Services.
    3. Need for Improving Income Guarantee Policy to Compliment Nursing Care Policy.
