Para20B

For those who are not familiar with para 20B which appeared in the draft created by the Intercessional Meeting in Paris, I copied the original text of para 20B as follows.

"New 20B: Specific needs and requirements of all stakeholders, such as those with disabilities must be considered in ICT development. Accessibility and inclusiveness of ICTs is best done at an early stage of design, development and production, so that the Information Society is to become the society for all, at minimum cost. "

There has been no objection on this specific language so far. However, after the work of first week of negotiation at PrepCom3 in September, this paragraph was completely deleted with all languages specific to disability then disability issues were swallowed in the "etc" of "the vulnerable groups in the society".

Thanks to the active global intervention by disability community, "disability" came back to the draft in at least 2 paragraphs but the spirit of para 20B, i.e. technical/functional requirements of individual persons with disability need to be met by design and development of ICT from the design stage throughout all development stages so that the Information Society is to be Society for All".

We need to polish up this concept in a hurry so that the declaration of the summit incorporate this spirit.
