Proposal of Disability Caucus on the Plan of Actions

  • Slight amendments to make the WSIS draft action plan more inclusive:
  • 1. Change the word "disabled" in sub-para 10 e), 10 f) and throughout the text to "persons with disabilities" and add one phrase "guided by the Universal Design principle and further enhanced by the use of assistive technologies," to sub-para 10 f).
    • Those two sub-paras then read as:
    • e) In the context of national e-strategies, address the special requirements of the elderly, persons with disabilities, and other disadvantaged and vulnerable groups, including by appropriate educational administrative and legislative measures to ensure their full inclusion in the Information Society.
    • f) Design and produce ICT equipment and services, [guided by the Universal Design principle and further enhanced by the use of assistive technologies,] so that everyone, has easy and affordable access to them including the elderly, persons with disabilities, and other disadvantaged and vulnerable groups, and promote the development of technologies, applications, and content suited to their needs.

    Reasons:

    - To be consistent with the use of words in all UN-related document

    - To take the concepts, stated in the declaration of principles in new para 22, into practice.

  • 2. Include the word "persons with disabilities and other" in front of "disadvantaged groups" in subpara 11 c) and 11 g) with some slightly different word order.

    Those sub-paras then read as:

    c) Promote research and development to facilitate accessibility of ICTs for all, notably [persons with disabilities and other ]disadvantaged groups.

    ....

    g) Encourage research on the Information Society, including on innovative forms of networking, adaptation of ICT infrastructure, tools and applications that facilitate accessibility of ICTs for all, [persons with disabilities] and [other] disadvantaged groups in particular".

    Reasons:
    - Persons with disabilities, though constitute more than 600,000,000 or 10% of the world population, so far, have received little or no attention when being put under the umbrella term "disadvantaged groups. Therefore, distinction must be made so that persons with disabilities will be visible in the so-called inclusive information society.

  • 3. Add the word "accessible" in front of the word "format", followed by ", following the internationally recognized web accessibility standard" in sub-para 29E with a slightly different word order.

    The sub-para 29 e) then reads as:

    e) Develop and launch a website on best practices and success stories, based on a compilation of contributions from all stakeholders, in a concise, compelling and [accessible] format[, following the internationally recognized web accessibility standards]. The website could be periodically updated and turned into a permanent experience-sharing exercise".

    Reasons:
    - Any web site, especially those at the regional and international levels, should be designed and developed in the format which is accessible for all. Such practice will set a good standard of practice as we move into the inclusive information society.
