Of JFD (June 1996)
- Conduct training, placing, dispatching of Sign Language interpreters and guarantee their positions.
- Establish centers for the deaf nation-wide, which include information offices.
- Guarantee employment for deaf persons, that they may experience hope and enrichment in their lives.
- Create work for deaf persons with other disabilities.
- Guarantee the legal right of deaf persons by providing interpreters for all Television broadcasting of campaign speeches of political candidates.
- Realize the guarantee of information and exclusive CS broadcasting, through the revision of the copyright law.
- Expand the education for deaf students and adults through renewed development of deaf schools.
- Eliminate the income limit on the basic pension for disabled persons and supply enlargement of daily living equipment and guarantee of governmental assistance.
- Guarantee the acquisition of driver's licenses for deaf individuals by revising Article 88 of the Road Traffic Law.
- Revise the current laws with clauses which are discriminative towards persons with disabilities.
- Place counselors for deaf individuals nation-wide, and guarantee their position.
- Ensure the life of enrichment for the deaf senior citizens.
- Enrich the lives of deaf individuals by promoting cultural activities.
- Promote peace in the world through the deepening of international relationships among the deaf communities.
- Increase membership of and strengthen the structure of the Japanese Federation of the Deaf.
- Make the "Day of Persons with Disabilities" a national holiday.
