Persons with disabilities are amongst the most negatively affected in all aspects of their lives:

• Tend to be excluded from the emergency response
• Additional barriers in accessing support
• At risk of seeing their vulnerability increase
• These harsh conditions not only create impairment, but those who already have a disability become further marginalized and excluded because of their disability.
