Targets - Action focus of Thematic Working Group on Disability-related Concerns:

Members will contribute collaboratively to joint action on the following:

1 (a) Planning for, and organizing, in 2002, a regional high-level inter- governmental meeting to conclude the Asian and Pacific Decade of Disabled Persons, as called for in Commission resolution 54/1 (op para 4 e). This meeting should include representatives of international non-governmental organizations (INGOs), as it did in the meeting in Beijing to launch the Decade in 1992.
   (b) Encouraging, assisting, and advocating to those governments of the ESCAP region, which have not yet signed the Proclamation on the Full Participation and Equality of Persons with Disabilities in the Asian and Pacific Region, to sign it as soon as possible.
   (c) Encouraging, and advocating to, those governments which have signed the Proclamation, but which have not regularly attended the RICAP or Thematic Working Group on Disability-related Concerns meetings, to attend in 2001 and 2002.
2 Mobilizing governments of the ESCAP region, which will participate in the inter-governmental meeting in 2002, to hold preparatory in-country meetings, involving government departments and NGOs, to address disability concerns and collaborative approaches to the achievement of the 107 targets for the full implementation of the Agenda for Action for the Asian and Pacific Decade of Disabled Persons, 1993-2002.
3 Monitoring and documenting progress towards the full participation and equality of people with disabilities, with particular reference to action towards the fulfilment of the 107 targets for the implementation of the Agenda for Action for the Asian and Pacific Decade of Disabled Persons. Including support for "Vision 2020-The Right to Sight', and joint action to strengthen inclusion of children with disabilities in follow-up to the Dakar Framework for Action on Education For All (EFA).
4 Identifying best practices for including disabled persons in development in the 12 areas of the Agenda for Action for the Asian and Pacific Decade of Disabled Persons: national coordination; legislation; information; public awareness; accessibility and communication; education; training and employment; prevention of causes of disabilities; rehabilitation services; assistive devices; self-help organizations; and regional cooperation, for the purpose of region-wide dissemination and to facilitate technical cooperation.
5 Taking special measures to ensure the equal participation of women and girls with disabilities in the disability movement and in mainstream gender equality policies, programmes and projects.
6 Mobilizing resources for a fitting conclusion to the Asian and Pacific Decade of Disabled Persons, including through enhanced participation in the proposed regional high-level intergovernmental meeting, and documentation of Decade highlights for region-wide dissemination.
