Title: - Inclusion socialization of Persons with Developmental Disabilities through improvement of their vocational and artistic skills.

Introduction and Background.

Sri Lanka National Senses of Population and Housing (2012) indicates that there are 1806323 Persons with Disabilities. This means that 8.6% of population has some form of a disability. Out of total disability population 19% are development disabilities. Most of these do not have enough facilities.

This shows that disability is a national problem which needs to be addressed by the government. The Government has taken many steps for the betterment of the Persons with Disabilities. The principles of the U N Convention on the Rights of Persons with Disabilities (2000) include a number of Concepts that were very important to Persons with Disabilities. Respecting for inherent, dignity, non discrimination, Full and equal participation and inclusion into the society, respecting for difference and acceptance of human diversity, respecting for involving capabilities and rights of children with Disabilities are some of them. Sri Lanka is a signatory to this UN Convention and many other conventions of the Sri Lanka reaffirms these statements of the national policy on disability and will safeguard the rights to each individuals who has a disability. It provides strategies and actions for the inclusion of Persons With Disabilities in all development programmes. Community Based Rehabilitation (C.B.R) has been recognized as the Key instrument for implementing the National Policy.

The protection of the right of PWDs Act No.28 0f 1996,National policy on disability 2003, the Accessibility Regulations for PWDs under the Act gazetted in Octomber 2006, the Public Administration Circular No.27/88 of August 1988, and special permission of election no 28 of 2011 are some of legal provisions in the country. The Public Administration Circular No 27/88 of August 1988 was amended in 2004 through a Cabinet paper to make it mandatory for public, private and corporate sectors to reserve at least 3% of employment opportunities for PWDs.

To uplift the lives of PWDs it has become a necessity to establish a strong community based rehabilitation (CBR) programme which focuses on social mobilization, empowerment of PWDs through sustainable inclusive community development with participation of both public and private sector. CBR was first started in Sri Lanka in 1981 as a pilot project. Since 1994 it has been developed as a National Programme. The Department of Social Service (MoSS) took the lead in implementing the CBR National Programme, with support from many other sectors, government and non – governmental as well as civil societies. The National Policy on Disability, which was adopted in 2003, has identified CBR as a strategy for its implementation and recommended that people with disabilities including Developmental Disabilities should be included in civil society and welfare and development programmes at all levels of social organization were cited as crucial to the development and sustainability of CBR programmes. .

Method

Multitudes of programs are being implemented for Persons with Developmental Disabilities though community based rehabilitation programs in Sri Lanka. Due to their inability in achieving higher education, Persons with Developmental Disabilities are more attracted towards improving their vocational and artistic skills. There are 09 vocational training centre conducts by Department of Social Services in Sri Lanka and three centres for Persons with Developmental Disabilities. It is feasible to improve their mental and thereby they can become active participants in income generation process and accepted in the society. Persons with Developmental Disabilities are trained as performers of various dramas, music, dancing and improved through the performance of these activities and they become mentally stable as well. Hence, they have attracted towards sharing their views with same age people, working in teams and engaging in many more activities.

Results

Persons with intellectual disabilities who were involved in these programmes have developed themselves into productive persons within their homes, societies and in the country. Therefore they have become more productive as well as integrated persons in their family and social environments.

Conclusion and Recommendation

Social mobilization is the key to success of any CBR programme. As mentioned earlier, CBR is developed as a bottom – up strategy with full involvement and participation of people with Developmental disabilities, their families and the communities they live. However, the communities have to be initially prepared to accept CBR as a strategy that can meet the need of their disable members and their families. Therefore the initial information and stimulation should come from outside.Strengthening the innate abilities of Persons with Developmental Disabilities and developing them in to productive person in the society facilitate dispelling of negative attitudes that are embedded in the society regarding Persons with Developmental Disabilities and develop them to be active contributors in the society. This has become an important aspect that helps in their social development.
