Gwacheon Community Rehabilitation Center Experience of CBR as a small city model

In case of Korea, Community Health Center and Community Rehabilitation Center are the best suitable organizations for Community Based Rehabilitation program in nationwide. Community Health Centers are operating about 254 centers and Community Rehabilitation Centers are located almost over 200 centers In Korea. Both Organizations have common characters to be based in community for all services and program for People with Disabilities.

(*Community Rehabilitation Center will be suitable center for CBR program practices because that center is based community and people with disability in CRPD paradigm)

2.General Status and Populations People with Disabilities of Gwacheon-City

The populations of Gwacheon-City are approximate 70,000 and people with disabilities have portions about 3% of all populations as 2,154 populations who the populations are about 0.08% of all people with disabilities as approximate 2,500,000 populations in Korea. Many points, Gwacheon is small city. In spite of Gwacheon is small city has all systems and community resources for CBR programs. When we search standard of CBR Matrix and components, Gwacheon has important character what it has all systems among public parts and civil society, NGOs.

3.About Gwacheon Community Rehabilitation Center :

CBR programs of Gwacheon Community Rehabilitation Center(GCRC) is started on July 19 2011. All that programs of GCRC are operating 'The PURME Foundation' where the foundation is constructing for the children with disabilities professional rehabilitation hospital in Mapo-county Seoul Korea. Gwacheon-city as Local government supported the land and all construction of GCRC and the city committed to the PURME foundation for 3years and over by the contracts and evaluation tools.

GCRC support the people with disabilities and their families who they will be achieved independent living and empowered for the living in the community. The main programs of GCRC were designed by CBR guidelines of Health, Education, Livelihood, Social, Empowerment. About 90 professional staff are working about 500 people with disabilities per day in the center and the community. The staff of GCRC had been constantly relating between people with disabilities and the communities from 2011 to the current.

4.Main CBR Program of GCRC :

4-1.Personal Assistance Program

CBR worker who has the license of social worker is coordinating whole 34 Personal Assistants and its services for people with disabilities who 35 persons are using the services in the community. Child to Adult all ages, personal assistants are supporting to the living life and care. Most children and youths with disabilities and their families are facilitated for the school-life and educating activities. Meanwhile, adults with disabilities use the vouchers for household-duties, living lives and working activities.

4-2.Programs for the various functional promotion

GCRC serve to people with disabilities the various ways for rehabilitation and functional promotion as these programs physiotherapy, occupational therapy, aquatic rehabilitation activity, massage, speech therapy, education programs, vocational programs, daycare programs. Moreover, CBR workers visit to each house of people with disabilities and their families in the community to monitor their living life, safety, social relations and to empower their the strengths by their community resources. Sometimes, CBR workers of GCRC cooperate among the stake holders who are related safety, the rights of people with disabilities and their families in the community.

5.Contents for Disability awareness improvement

5-1.Programs for disability awareness improvement of GCRC are focused to the community. So, every contents of the programs are prepared with the community, those are executed with the community and the evaluation processes are also involved the community. For last four years, Advocacy for Disability Rights Team of GCRC and the Support groups have been offering the puppet show, barrier-free films, campaigns contents for disability awareness improvement in the school, villages, streets and into the community where people with the disability are living. GCRC is tightly relating with disabled organizations in the community.

5-2.The contents examples for disability awareness improvement of GCRC have puppet show by self-help group of the community, barrier-free films, experiences activities about assistive technology and new-sports, community festival programs. One of the various contents, community festival have been executing by people with disability and their families, with the community. Through theses process, we expect the communities will think that disability is not differences or problems any more. These contents are continuing every year.

6.Community Resources Mobilization by Public and Private partnership

6-1.Gwacheon Community Welfare Committee(GCWC) was composed on 2005. In public part, GCWC have a important rolls to plan, execute, monitor, evaluate about welfare policy of the Gwacheon. Specially, GCRC have been belong to the Division of Advocacy for Disability Rights of GCWC and participated to be offering for Community Based Inclusive Development, Sustainable programs toward people with disability and their families in Gwacheon. Surely, These activities are based the needs and research of the community and people with disability and their families.

In Korea, the activities as like the Division of Advocacy for Disability Rights of GCWC had been already fixed in nationwide CBR programs.

6-2.The Division of Advocacy for Disability Rights of GCWC also have evaluating function toward Gwacheon disability policy and its public services. Therefore, the division activities are needed mutual cooperative attitudes among the private organizations and always try to check the offered services of people with disabilities in the community. Ultimately, These division activities of the committee are to support and to be living people with disabilities and their families in Gwacheon.

6-3.Alliance with Gwacheon Community Health Center(GCHC)

It had been Memorandum of Understanding between GCRC and GCHC on Feb 2015. Throughout MOU, CBR programs about Health part for the people with disabilities developed as efficiency and GCRC could be concentrated other CBR programs. In addition, The services quality of Health part were also high level as like dental health care service, visiting activities to house of people with disability for primary health, nutritional managements, mental health care.

Alliance between GCRC with GCHC is expanding as the universal health programs and sustainable services to people with disabilities and their families of Gwacheon community.

6-4.Support System and Groups

About the main operation of GCRC is supported by Ministry of Health and Welfare, Gwacheon-city as local government, the Purme Foundation. Additionally support for GCRC also is composed Samsung, Kolon, SK energy groups company and civil society parts. As the Community festival brand of the GCRC, There is "The Stellar night of Munwon". Through this festival, all members of Munwon community where is located GCRC could be participated CBR programs as sponsors and volunteer of projects.

7.Focus

The focuses of CBR programs of GCRC are life of the community, relation with the community, empowering to the community, people with disability and their families. All for theses, CBR workers of GCRC chose the practice ways next ;

"Whatever we ask to the community and people with disabilities"
"Whatever we discuss with the community and people with disabilities"
"Whatever we request for the community and people with disabilities"

Our ways had been resulted to become empowering the community and people with disabilities.

8.Vision

The best one of various rolls of the GCRC is to try that people with disabilities and their families are respected from the community and to be used the universal community resources for everyone in the community.

The vision of GCRC in the Gwacheon become to the community as below ; In the community, everyone can enjoy the life as the universal community resources. Naturally, people with disabilities and their families can enjoy the life.
