Use of CBR Guidelines & CBR matrix: stimulate inter-sectoral responsibilities and linkages between elements of the matrix

Growing NGO & private sector:

Community services & activities, especially urban areas

Funded mainly by �gpurchase of service by government (through CDPF)

Stimulating information sharing, recognition of gaps, need for standards and quality indicators, supervisory and management issues

Sustainable: become integrated with work of all government sectors, not as �gspecial projects�h with special project funding; but that become programmes with automatic inclusion in budget.
