encourage and stimulate staff, people with disabilities, communities

promote creativity, innovation and development

Eg. We need measure (s) of �gcommunity integration�h for China’s communities; this may be different in urban and rural areas; it could be in reasonable detail to help for future planning; but also have a way to link it up with international measures

We also need a way to measure effective CBR services that is not just about people with disability but also about communities and change processes that move towards integration
