Awareness Raising

Initial opposition to the WG questions included:

• Difficulty understanding the questions
• Sensitivity around ‘disability’ (stigma and shame), so questions are asked of everyone in each household
• Misunderstanding of ‘impairment’
• Not being focused on reason or cause, but on ability
• Need to identify a wider range of people (including difficulties as a result of age, chronic disease or mental illness)
• Number of WG questions that could ‘fit’ on the census form (All 6 or only 4? Which ones to exclude?)
