Refugees with disabilities in Lebanon / Context

1. Among the 1,067,785 Syrian refugees registered by UNHCR in Lebanon as at January 31, 2016,
  →around 2.5% are reported to have an impairment or disability.

2. UNHCR acknowledges under-reporting.

3. This could be explained by one or more of the following:
- Many of the persons with disabilities have been left behind in Syria due to disability-related limitations.
- Some persons with disabilities, particularly those with intellectual disabilities, might have been "excluded" through family reporting, fact-finding or in needs assessments.
- High death rates among persons with disabilities due to war-related events or to inaccessibility to essential services in Syria.
- Limitations in the process of identification and registration of persons with disabilities among refugees. "At registration stage, only specific needs that are visible and declared by the family are identified."
