Hiroshi Kawamura

Hiroshi Kawamura worked for General Library of the University of Tokyo from 1970 to 1997. Then he served as Director of the Information Centre of the Japanese Society for Rehabilitation of Persons with Disabilities and as Director, Department of Social Rehabilitation of the National Rehabilitation Center for Persons with Disabilities Research Institute.

Kawamura pursues the universal design of knowledge and information sharing system that may serve everybody in the community and strives to achieve harmonious development of the right of access to information and copyrights. Based on the idea of social inclusion, he is also committed to research and development on disaster preparedness of persons with disabilities and old people through sharing knowledge and information on the right time and in accessible format. He is also dedicating himself to global networking through DAISY which aims at the Society for All.

知的障害のある市民のための会(The Arc)CEO、ケネディ財団専務理事、クリントン政権における発達障害庁長官を歴任。シカゴ大学で人文科学を学際的に学び、ミネソタ大学でMBAを取得。複合障害のある成人の息子は、現在メリーランド州の非常にアクセシブルな施設で、2人のルームメートとともに24時間体制の支援を受けながら生活している。次の課題は、さらなる技術の活用により、スタッフの「手(人数)」を減らすことである。

Sue Swenson

Sue Swenson is Deputy Assistant Secretary for the Office on Special Education and Rehabilitative Services and Acting Director of the National Institute on Disability and Rehabilitation Research (NIDRR).

Sue previously served as CEO of The Arc, as Executive Director of the Kennedy Foundation and as US Commissioner for Developmental Disabilities in the Clinton Administration. Sue was educated in interdisciplinary humanities at the University of Chicago and holds an MBA from the University of Minnesota. She is the mother of an adult man who has complex disabilities, and who now lives with two roommates and around the-clock supports in a hyper-accessible house in Maryland. The next challenge is to add more technology to reduce the “footprint” of staff.

This presentation will examine the history of US investments in assistive technologies at the National Institute for Disability and Rehabilitation Research, and the evolution of the expectations of people with disabilities in the US. Programs, problems and issues in promoting the right to read for persons with print disabilities in the US will be discussed.

マイ・リン・ホルト氏はノルウェー オスロ出身の18歳。9歳(3年生)のときにディスレクシアと診断される。

低学年の頃の思い出は、何もかもが真っ白だったことと、休み時間に校庭で遊んだことだけである。11歳(6年生)のときに、家庭教師が読み書きを教えてくれて、3週間後に生まれて初めて、文を読めるようになる。5年生のときに2冊のDAISY教科書を受け取ったが、学校からの支援などはなかった。10年生から全教科でDAISY教科書を利用するようになり、自分で学習してきた。

2010年9月ノルウェー・ディスレクシア協会青年協議会会長に就任。

Mai-Linn Holdt

Chair, Youth Committee, Norwegian Dyslexia Association

Mai-Linn Holdt, 18 years old, is from Oslo, Norway. At the age of 9 (in the third grade), she was diagnosed to have dyslexia. All she remembers from her first years at school is playing in the schoolyard during breaks. Everything else is covered by white clouds. When she was 11 (in the sixth grade), a private teacher taught her how to read and write and three weeks later she could finally read a sentence for the first time in her life. Though she received two DAISY textbooks when she was in the fifth grade, she had no support from school. When she was in the tenth grade, she began to use DAISY textbooks in all subjects. She taught herself how to use them.

Since September 2010 she has been working as Chairman of the Youth Group at Dyslexia Norway.

国際協力

情報へのアクセスは、自己開発と知識の構築に欠かせない礎石である。世界各地で毎年100 万タイトルを超える印刷図書が出版されているが、印刷物を読むことに障害がある人々がそれらを利用するのは難しい場合が多い。そこで視覚障害者図書館などの専門機関が、国のレベルでこの課題に取り組み、多額の費用をかけて、 DAISY、点字、音声、あるいは特別なデジタルフォーマットへと図書を変換してきた。

このような図書館の間で国際協力を進めれば、印刷物を読むことに障害のある人々が利用できる、読みやすく改変された作品の種類を、短期間で何倍にも増やすことができる。また中期的には、現在も実施されている、読みやすく改変された作品の貸借を通じて、新たなタイトルの変換費用を削減するとともに、印刷物を読むことに障害がある人々にとってアクセシブルなタイトルを、一層幅広く提供できるようになる。これまでは、そのような国際的な貸借は難しかった。

本講演では、世界盲人連合が提案する視覚障害者のための条約の背後で進められている取り組みと、これまでの進捗状況を検討する。

Julie joined Vision Australia early in 2008 with extensive experience in senior local government roles and private enterprise. Julie is currently the Chair of the IFLA Libraries Serving Persons with Print Disabilities Standing Committee, President of the Roundtable on Information Access for Print Disabilities, Secretary of RPH Australia, a member of the DAISY board and a board member of the Australian Library and Information Association (ALIA). Major projects that she is working on include the National Repository of Accessible Material within Australia, a manifesto for libraries serving persons with print disabilities, international performance measures of libraries serving persons with print disabilities and the Global Accessible Library.

International Collaboration

Access to information is a fundamental building stone for personal development and the building of knowledge. Around the world over 1 million print titles are published every year, people with a print disability frequently have difficulty in accessing these titles. At a national level, specialized organizations such as libraries for the blind have taken on this task and have been adapting books to DAISY, Braille, audio or special digital formats, at great expense.

International collaboration between such libraries can multiply the repertoire of adapted works available to individual print disabled persons in the short term. In the medium term, ongoing exchange of adapted works can reduce costs for the conversion of new titles and provide a greater range of titles accessible to those with a print disability. To date, such international exchange has been difficult.

This presentation explores the work behind the World Blind Union Treaty for the Visually impaired and the progress to date.

現在、カナダ国立盲人協会(CNIB)副会長、CNIB図書館館長。2002年にCNIBに入り、CNIB図書館のサービス業務と運営の完全デジタル化を担当。CNIB図書館は2004年に全面的にデジタル化され、現在は「次世代」デジタルサービスの実施を進めている。CNIB図書館の目標は、視覚障害のあるカナダ人が、教育、文化、就労および娯楽を目的とした図書館サービスを、各自が選択したフォーマットにより利用できるようにすることである。

講演要旨

マグローリー氏は、WIPO TIGAR(信頼のおける媒介機関によるグローバル・アクセシブル・リソース)プロジェクト運営委員会の共同委員長も務めており、この立場から、「読む権利」に関する国際会議での講演を行う。
このプロジェクトについては、昨年イェーテボリで開催された国際図書館連盟の印刷物を読むことに障害がある人々への図書館サービス分科会会合で、マグローリー氏により初めて紹介された。当時の論点は、グローバル・アクセシブル・ライブラリー(GAL)プロジェクトとWIPOステークホルダー・プラットフォームによるTI(信頼のおける媒介機関)パイロットプロジェクトの統合であった。これら2つのプロジェクトを1つにまとめれば、著作権で保護されている作品の国境を越えた相互貸借に関するガイドラインを検証する枠組みを権利所有者に提供することになり、同時にGALプロジェクトに対しては、その成功に必要な、著作権で保護されている作品へのアクセスを提供することになる。統合プロジェクトは現在TIGARとして知られており、2010年10月のWIPOステークホルダー・プラットフォームによるプロジェクトプランの承認を経て、2010年11月に正式に発足した。今回の会議におけるマグローリー氏の講演で焦点となるのは、現在までのTIGARプロジェクトの進展で、その願いと目的、運営機構、参加機関、現在および今後の活動について語られる。

Margaret McGrory

Co-chairs the Steering Committee of the WIPO TIGAR (Trusted Intermediary Global Accessible Resources) Project.

Ms McGrory embarked on her library career in Canada first with Toronto Public Libraries and then with the Metropolitan Toronto Reference Library, latterly as its assistant director. She left the library world to broaden her leadership and technology experience in the private sector, first as director, Information Systems with The Toronto Star Newspapers and later as vice president, Corporate Information Systems with the Toronto Stock Exchange.

Currently, she is Vice President, Executive Director of CNIB Library in Canada. She joined the CNIB in 2002 with the responsibility to fully digitize the services and operations of the CNIB Library. The CNIB Library has been fully digital since 2004 and is now in the process of implementing its ‘next generation’ digital service. The Library's goal is to ensure access to library services for Canadians who are blind or partially sighted in the format of their choosing and for the purpose of education, culture, employment and entertainment.

Ms. McGrory also co-chairs the Steering Committee of the WIPO TIGAR (Trusted Intermediary Global Accessible Resources) Project and it is in this capacity that she will present at the “Right to Read” International Conference. Ms. McGrory first presented on this project at the IFLA LPD Section meeting in Gothenburg last year. The focus then was on the convergence of the Global Accessible Library (GAL) project and the WIPO Stakeholders' Platform Trusted Intermediary (TI) Pilot Project. Bringing these two projects together into one would provide Rightsholders with a framework to test their Guidelines for cross-border exchange of copyright-protected works, and would provide the GAL project with access to those copyright-protected works necessary to the GAL project's success. The merged project, now known as TIGAR, and its project plan received the approval of the Stakeholders' Platform in October 2010 and the TIGAR Project was officially launched in November 2010. The focus of Ms. McGrory’s presentation at this Conference will be on TIGAR Project developments to date. She will talk about the Project’s aspirations and objectives; its project management structure, organizations involved, current activities and what is planned.

印刷物を読むことに障害がある、コンピューターを持たない利用者に対するDAISY コンテンツのオンライン配信

なぜ、そして誰に、デジタルオンライン配信をするのか? デジタルオンライン配信の目的とターゲット・グループ

コンピューターユーザーに対するオンライン配信は、既にかなり以前から実施されてきた。しかし、高年齢化が急速に進展しているため、コンピューターのみに依存した解決策では十分とはいえない。そこで、配信やプレーヤーのインストールに加え、利用者に対する研修や支援も含めたサービスの提供が目標とされている。

フィンランドには、印刷物を読むことに障害がある人々のためにDAISYコンテンツを制作しているおもな サービス提供者として、セリア図書館とフィンランド視覚障害者連盟(FFVI)の2つの機関がある。

セリア図書館は、印刷物を読むことに障害がある利用者のために、アクセシブルなフォーマットによる文献を制作・提供している国立専門図書館である。フィンランド視覚障害者連盟(FFVI)は、非政府系視覚障害 者団体である。

セリア図書館は2009年に、DAISYオンライン仕様に基づくDAISY録音図書オンライン配信サービス開発の ためのDAISYオンラインプロジェクトを開始した。このプロジェクトでは、コンピューターではなくDAISYオンライン録音図書プレーヤーをソルーションとして採用している。プロジェクトを通じて、フィンランド各地の960名のセリア図書館サービス利用者が、DAISYデジタル録音図書をオンラインで利用できるようになる。これらの人々は、コンピューターを持たない利用者で、コンピューターが利用できることは前提条件ではない。セリアはプロジェクトに資金提供しているが、実際の活動はセリアとFFVI が共同で実施している。

FFVIは全国的なDAISYプレーヤーサービスを展開しており、電子新聞や電子雑誌をコンピューターやスマートフォンのユーザーにオンライン配信している。同時に、FFVIは新聞と雑誌のオンライン配信プラットフォームの構築も進めており、視覚障害のあるユーザーに、インターネットによるアクセスを提供している。

She is in charge of Celia's user services and distribution. Celia is a state-run library that specializes in serving the print disabled. Celia offers library services as well as learning materials. Celia's vision is to enhance equality by offering equal access to information and literature - goals that all of us share.

Online Delivery of DAISY Content to Print Disabled Users without Computers

Why Digital Online Delivery and to Whom? The Purpose and Target Groups of Digital Online Delivery Online delivery has been offered to computer-users for quite some time already. But as the population is rapidly aging, a solution based solely on computers is not satisfactory. Thus, the goal is to offer services including delivery and installation of the player as well as user training and support.

In Finland, there are two main service providers producing DAISY content for print disabled users; Celia Library and The Finnish Federation of the Visually Impaired (FFVI).

Celia Library is a state-owned specialist library which produces and provides literature in accessible formats for print disabled users. The Finnish Federation of the Visually Impaired (FFVI) is a nongovernmental interest organization of the visually impaired people.

In 2009, Celia Library started the DAISY online project to develop an online distribution service for DAISY talking books, based on the DAISY Online Specification. The project solution employs DAISY Online talking book players, not computers. In the course of the project, 960 users of Celia’s services living in different areas in Finland will gain online access to digital DAISY talking books. These persons are users without a computer and without the prerequisites to use one. Celia finances the project, but the actual project work is carried out by both Celia and the FFVI.

The FFVI is running a national DAISY Player Service and delivers electronic newspapers and magazines online to computer and smart phone users. Alongside, the FFVI is in the process of building an online delivery platform for newspapers and magazines and offers Internet access for visually impaired users.

When all these projects are completed, the end user will have access to talking books, newspapers and magazines by using a single online device.

Conclusion

In these pilot projects, we envision a future where every print disabled person in Finland has the services of all service providers at their reach, regardless of residence, age, technical equipment or other preconditions. These projects are the first steps towards device independent online delivery of accessible digital content in Finland.

講演要旨

2008年9月に教科書バリアフリー法と「著作権法第33条の2」の改正により、日本障害者リハビリテーション協会は、DAISY製作団体の協力で、マルチメディアDAISY教科書を製作し、小学校と中学校のディスレクシアなど発達障害の児童と生徒に提供を始めた。2009年4月に教科書出版会社からのデータ提供、2010年1月施行の著作権法の改正(37条)により、同年4月に政令指定を受けて、9月からネット配信を始める。上記プロジェクトについての成果と課題を海外のパネリストと共有し、今後の読みに困難をかかえる子どもたちに配慮したデジタル教科書について、制度を含めた提供のあり方について討議したい。

Nomura joined the Japanese Society for Rehabilitation of Persons with Disabilities in 1998. At their Information Center, she has been in charge of collecting and providing information in and out of Japan on access to information by persons with disabilities. As the main source of information is International Federation of Library Associations and Institutions (IFLA), she has also been involved in activities of IFLA/LPD and LSN since 1999. Since 2001 she has been working on research, development and promotion of multimedia DAISY for persons with cognitive/intellectual disabilities. From 2004 to 2007 she had been engaged in DAISY for All (DFA) Project in Asia. At present she is promoting DAISY school textbooks in the hope that they will reach children and students in need. Since 2007 she has been serving as Director of Information Center.

With the establishment of Accessible Textbooks Act and the amendment of the Copyright Law Article 33 (2) in September 2008, Japanese Society for Rehabilitation of Persons with Disabilities (JSRPD) in cooperation with organizations producing DAISY books has started to produce and provide multimedia DAISY textbooks for pupils and students with disabilities including developmental disabilities such as dyslexia in primary and junior high schools. In April 2009 necessary data was provided by textbook publishers and in January 2010 the Amended Copyright Law (Article 37) came into force. In September 2010 JSRPD started delivery of DAISY textbooks through internet as one of the eligible organizations designated by government ordinance.

The achievements of and issues on the above project will be shared with panelists from overseas and how we should provide digital textbooks for children with reading difficulties in future along with the appropriate system will be discussed.

英国では長年、学習困難としてのディスレクシアに対する研究興味が示されてきたが、これが正式に障害として認められたのは比較的最近のことで、1994年に政府文書である実施規則(教育雇用省)において初め て正式に承認された。しかしその当時でさえ、必ずしも他の学習困難と異なるものとは見なされなかった。
今なお、法律や著作権に関する状況は発展途上にある。

英国著作権ライセンス協会(CLA)の「印刷物を読むことに障害がある人々のための使用許諾」では、現在、ディスレクシアを認めているが、2002年(視覚障害のある人々のための)著作権法では「感覚障害」しか認めていない。このため、ディスレクシアの人々に対するDAISY資料の提供にも影響が出ている。現在、カリブレ(Calibre)図書館やリスニング・ブックス(Listening Books)などの慈善団体が、音声による図書をディスレクシアの人々に提供しているが、ほとんどの場合MP3フォーマットを使用している。イギリス王立盲人援護協会(RNIB)の公式の目的では、視覚障害のある人々に対するサービスしか容認していない。しかし最近になって、RNIBは英国のディスレクシア支援団体と協力し、DAISYコンソーシアムの一員として、DAISYフォーマットによる電子教科書を利用できるようにするための活動を開始した。RNIBは現在、さらに大規模なプロジェクトの開発に向けてディスレクシア・アクション(Dyslexia Action)と提携し、このイニシアティブを進めて行くための資金援助を政府に求めている。

Royal National Library Institute- UK

Jon is a qualified librarian with 10 years experience providing and developing library services for Blind and Partially Sighted people in the UK. Jon started his career at the UK's National Library for the Blind (NLB) working on a large digitisation project to develop accessible resources. He has held various roles at NLB and the Royal National Institute of Blind People (RNIB), managing a number of projects, systems, web services, stock and cataloguing services. He is currently Senior Librarian: Digital Services at RNIB, responsible for RNIB National Library Service's library management systems, web and social networking activity, Research Library, and aspects of our Talking Books Service. Jon is also a member of the Standing Committee of IFLA's Libraries Serving Print Disabled Persons Section.

Although there has been research interest in dyslexia as a learning difficulty for many years in the UK, it is comparatively recently that it has been formally recognised as a disability. It was only in 1994 in the government document, The Code of Practice (Department for Education and Employment) that dyslexia was given official recognition. Even then it was not necessarily regarded as being distinct from other learning disabilities. The legal and copyright situation is still developing.

Although the Copyright Licensing Agency's Print Disability Licence now recognises dyslexia, the Copyright (Visually Impaired Persons) Act 2002 only recognises "sensory impairments". There is also an impact on provision of materials in DAISY to this group.

Charities such as the Calibre Library and Listening Books do now provide audio, most often in MP3 format, to people with dyslexia. The Royal National Institute of Blind People (RNIB)'s formal objectives only allow for service to Blind and Partially Sighted people. However, in recent times RNIB has collaborated with dyslexia charities in the UK, firstly as part of a consortium making electronic textbooks available in DAISY format. RNIB is now in partnership with Dyslexia Action to develop a larger project and seeking Government funding to build on this initiative.

スウェーデンにおける印刷物を読むことに障害がある人々へのDAISYを利用した教育支援

スウェーデンの人口の6%は、印刷物を読むことに障害がある人々である。つまり、義務教育学校のどのクラスにも1人か2人、そして大学では100人に1人、このような生徒や学生がいるということである。ターゲットグループの大部分を占めているのは、読み書き障害(ディスレクシア)を抱える人々となっている。

スウェーデンでは2つの公共機関が、印刷物を読むことに障害がある生徒・学生への教育支援を担当している。国立特別支援教育庁(SPSM)は義務教育学校の生徒のために、スウェーデン国立録音点字図書館(TPB)は大学生のために、それぞれDAISYフォーマットによる録音図書を制作している。

教科書は、テキストと肉声または合成音声による音声を備えたDAISY図書として制作され、フィクションは、肉声により制作される。義務教育学校の教師は、DAISY図書を要求している。大学では、学生が自分の学習に必要なDAISY図書を注文する。

TPBはターゲットグループへのサービス提供に、他の図書館と共同で取り組んでおり、SPSMは学校と協力している。

TPBにはDAISY図書のウェブ目録があり、公共図書館、学校図書館および大学図書館がこれを利用できる。これらの図書館では、録音図書を直接ダウンロードしている。大学生は2009年以降、各自でダウンロードしている。現在、公共図書館と学校図書館のすべてのユーザーに対する同様なサービスの導入が進められている。

I am Manager of the Marketing Division of the Swedish Library of Talking Books and Braille (TPB). I have been working with Library Service to people with print disabilities for 20 years, beginning at public libraries but also as regional library adviser. Since 9 years I work at TPB, and have among other things developed the Swedish model of cooperation with University Libraries.

Educational support for persons with print disabilities using DAISY in Sweden

Six per cent of the population in Sweden has print disabilities. It means 1 or 2 in every class in compulsory school and one in a hundred student at university. The major part of the target group is persons with reading and writing disabilities/dyslexia.

Two public authorities are responsible for educational support for students with print disabilities in Sweden. The Nation Agency for Special Needs Education and School (SPSM) produce talking books in DAISY-format for pupils of compulsory school. The Swedish Library of Talking Books and Braille (TPB) produce talking books in DAISY format for students at college and university.

A course book produces as DAISY text and audio by human voice or synthetic voice. A fiction book is produced by human voice. Teachers in compulsory school demand a DAISY book. At university is it the student who orders DAISY book they need for their studies.

TPB are collaborating with libraries to reach the target group. SPSM are collaborating with schools.

TPB has a web catalogue with DAISY books. It is available for public libraries, school libraries and university libraries. Libraries download talking books directly. Since 2009 students at universities are downloading individual. Same service is now introduced to all users at public libraries and school libraries.

Dedicon - Netherland

Since the start of his professional career in 1980, Koen has devoted has his professional time to the improvement of products and services to persons with a print disability. Koen began his career as an audio technician for the recording of study materials at the Study Library for the Blind in Amsterdam (SVB), Since then he has held various positions and gained experience both at the production- and at the service side of the organization. As the manager of Library Services at Dedicon, he is responsible for the delivery and development of leisure reading services through the Dutch Public Library system. He has been a member of the first Daisy Board in the nineties and is currently secretary to the IFLA/LPD Standing Committee and on the Advisory Board of the TIGAR Global Library Project.

Trained as a professional librarian at the University of Oslo. Additional education in Law and Personnel Administration.

She has been working in NLB for the last 8 years, first in the Student Department and since 2006 as Head of Lending Department.

She also holds the position as Web editor for the NLB website.
