趣旨

近年、テレビなどの放送に障害者が登場することが増え、障害者がどのように描写されるかについて当事者の関心も高まっている。一方で、地上波デジタル放送が開始され、テレビ番組のアクセシビリティや受信機の操作の利便性に対する要望も強い。昨年度のセミナーでは、英国王立聴覚障害研究所から講師を招聘し、ＥＵでは、「障害者とメディア」宣言が行われたり、デジタル放送サービスに関する基準を設けた国もあるということを知った。本年は、米国よりテレビの障害者アクセスの専門家を招き、わが国の関係者と意見交換をすることで、わが国の放送・通信行政と業界の課題を明確にすることを通じて障害者に対する支援の発展を期するものとする。

Persons with disabilities are coming on screen these days. We can see the growing interest on how they should be described in such media. With starting terrestrial digital broadcasting we can also see strong demand of persons with disabilities for sharing the benefits of digital technologies. The seminar held last year inviting a speaker from England offered a chance to grasp the commitments of European countries to the issue, such as "European Declaration on Media and Disability" adopted at European Congress in 2003 and the standard for digital broadcasting service established by some countries. The speaker also referred to the situation of England: Some support groups for persons with disabilities are trying to improve the level of service in cooperation with broadcasters. The seminar of this year inviting speakers from the Unites States, who are specialists on accessibility of persons with disabilities to broadcasting, will serve as an opportunity to gain an understanding of the actual situation in US and to exchange opinions with participants. Through sorting out the problems of broadcasting in Japan this seminar will surely contribute toward the development of the support for persons with disabilities in this field.
