インクルーシブな障害者雇用の現在－ソーシャル・ファームの新しい流れ

セミナー趣旨

ソーシャル・ファームは、社会的企業の一つであり、障害者を含む就業困難者が一般労働市場で働けるようにするための企業である。イタリアの精神障害者に働く場を提供するために生まれた社会的な目的をもつ、しかも、営利を目的とする企業形態である。その後、ドイツ、イギリスなどヨーロッパを中心に発展し、今日では、ヨーロッパにおける障害者や就業困難者の一つの雇用形態として定着している。多くのソーシャル・ファームが生まれ、いろいろな新しい仕事が生み出されている。また、近年、北欧においてもソーシャル・ファームが発展しつつあり、福祉国家においてもその意義が評価されつつある。

そこで、本事業では、ヨーロッパの専門家を招へいし、ソーシャル・ファーム先進各国のソーシャル・ファームの現状を評価していただくとともに、その取り組みを紹介していただく。そして、我が国の専門家と議論することで、我が国の今後の障害者雇用のありかたについて示唆を得ることを目的とする。

Social firms are a type of social enterprise that engage in the general market with the purpose of providing employment to persons with disabilities and other disadvantage in the labor market. The first Social Cooperatives were established in Italy to give work opportunities to persons with psychiatric disabilities; models based on a similar philosophy later developed in other European countries such as Germany and the UK and these are now established as one type of employment for those who have long term difficulties finding work. A range of jobs have been created in social firms and their potential is also recognized in countries with strong social welfare systems.

In this seminar, experts from European countries will be invited to evaluate the success of social firms in Europe and, drawing on those experiences, to discuss with Japanese experts the development and sustainability of employment of persons with disabilities in Japan.
