「障害者のための情報保障」セミナー報告書
デジタルテレビ放送の情報アクセス

趣旨

2003年12月1日から地上波デジタル放送が開始されていますが、今回は英国の王立全国聴覚障害者協会の字幕放送のキャンペーン責任者で、欧州議会での勧告の採択においてキーパーソン的役割を果たしたマーク・ホダ氏と同協会技術部長のマーク・ダウンズ博士を招き、英国での地上波デジタル放送についての取り組みや、障害者を扱う番組のコンテンツの対処法などについての状況を報告していただきます。また、この二人を交えて意見交換を行い、情報保障の現状を踏まえて、すべての障害者がデジタル技術を利用することにより情報保障の環境を促進するためのインターネットの活用、デジタル放送へのアクセスの向上などについて討議します。

Terrestrial digital broadcasting was launched in Japan on December 1st,2003. In this seminar we will invite two lecturers from the Royal NationalInstitute of Deaf People in the UK, the European Campaigns Officer, Mr.Mark Hoda, and the Director, Dr. Mark Downs. They played a critical rolesin adopting the recommendations made at the Council of Europe. They willfocus on the effort of realization of digitalized terrestrial broadcastingand how to promote the non-discriminatory contents for persons with disabilitiesin the UK. Follwing the lectures, we will exchange views and opinions regardingthe current situation of providing equal information and will discuss how to improve the communication support system for persons with disabilities such as utilizing the internet and making digital broadcasting more accessible by using digital technology.
