Message to the Competitors in the Stoke Mandeville Games
THE AIM OF THE "STOKE MANDEVILLE GAMES" IS TO UNITE PARALYSED MEN AND WOMEN FROM ALL PARTS OF THE WORLD IN AN INTERNATIONAL SPORTS MOVEMENT, AND YOUR SPIRIT OF TRUE SPORTSMANSHIP TO-DAY WILL GIVE HOPE AND INSPIRATION TO THOUSANDS OF PARALYSED PEOPLE. NO GREATER CONTRIBUTION CAN BE MADE TO SOCIETY BY THE PARALYSED THAN TO HELP, THROUGH THE MEDIUM OF SPORT, TO FURTHER FRIENDSHIP AND UNDERSTANDING AMONGST NATIONS.

The torch of the 1964 Olympic Games has hardly been extinguished when another flame has sprung into life in Tokyo-a flame proudly lit by paralyzed men and women who have come to the Olympic Village from all parts of the world to take part in their own Festival of Sport - the International Stoke Mandeville Games.
That it has been possible to bold the 1964 International Stoke Mandeville Games for the Paralyzed in Tokyo is due greatly to the understanding of our Japanese friends, who had the vision to recognize the significance of these Games not only as an important sports movement but as a beam of hope for disabled people all over the world. The Japanese Organizing Committee, under the Chairmanship of Mr. Y. Kasai, have undertaken their great task with an enthusiasm, efficiency and generosity which commands our admiration and gratitude. It is gratifying to know they have had the full support of their Government and many leading Japanese organizations. In particular, invaluable help has been given by Dr. Azuma, the Governor of Tokyo, Hon. Kobayashi and Hon. Kanda, the past and present Minister of Health and Welfare, and other leading Ministers of the Government, to whom we are all very grateful.
It has always been the happy experience that the Stoke Mandeville Games were generously supported by leading national personalities. Our 1964 Games in Tokyo are no exception in this respect, for we. have indeed been very greatly honoured by the patronage of His Imperial Highness, the Crown Prince of Japan, who has most graciously taken a very warm interest in this unique Festival of Sport.
Most of you have travelled many thousands of miles to be reunited with our large family of paraplegics, and for many it has been no easy task to raise the money or overcome various obstacles which have stood in their path. Yet, with courage, determination and loyalty all barriers have been overcome, and I am sure that those who have been privileged to take part in the 1964 Games in Tokyo will carry rich experiences to pass on to paralyzed sportsmen of the future.
By holding the Stoke Mandeville Games in Tokyo, we have turned yet another page in the history of sport for all disabled. Our Games have been built on three ideals - Friendship, Unity and Sportsmanship - which are portrayed in the symbol of the three wheels shown in this programme. May we always remain true to these ideals!
In expressing our warmest gratitude to our Japanese hosts and friends, may I wish all who participate in the 1964 International Stoke Mandeville Games in Tokyo a happy and successful sports meeting, which I am sure will be carried out in an atmosphere of true friendship and Sportsmanship.

It is a great honour for me to express on behalf of the Japanese Executive Committee our delight in welcoming the competitors and escorts to the 13th International Stoke Mandeville Games in Tokyo in this pleasant season of the year with the use of the facilities of the Olympic Games at our disposal, and it is my great honour again to state that we are privileged by the patronage of H.I.H. The Crown Prince and that much governmental and non-governmental assistance of all sorts have enabled us to complete the preparation for the present Games.
Everybody knows the famous words of Baron Pierre de Coubertin to the effect: "The most important thing in the Olympic Games is not to win but to take part, just as the most important thing in life is not to triumph but to struggle." We realize the significance of his words especially in the games by the disabled. That the sports have great effectiveness and play an important role in the physical and mental as well as social rehabilitation of the disabled is the first and basic notion for us all concerned with the welfare of the disabled persons. It would be most a propo to encourage and promote sports for these persons.
The International Stoke Mandeville Games will certainly contribute to the enhancement of the welfare of the disabled persons through participation both by the teams and the spectators and by calling the attention of the world society in general vis-a-vis the actual performances of the competitors. And I have the honour to stand to witness the significance of the present Games.
This is the time of the year in Japan when chrysanthemums bloom in the fields and mountains. It is our sincere hope that in this exhilarating climate of late fall, the competitors from all corners of the world will share mutual encouragement and friendship and thus contribute to true international friendship.
Finally, allow me to take this opportunity to express my deep appreciation to all those who helped to make the present Games a reality, to name: the Japanese Government, the Japanese Organizing Committee for the Olympic Games, the Organizing Committee for the present Games and its constituent agencies and organizations and their staff members who attended to the details of preparatory work.
I have the honour, in closing, to welcome you all again, the competitors and escorts who have travelled many miles to take part in the 13th International Stoke Mandeville Games in Tokyo.
