MESSAGE OF THE PRESIDENT
The history of sports-meets for the disabled is comparatively young. In 1948, Dr. Ludwig Guttmann of Stoke Mandeville Hospital in England first adopted sports, as a therapical measure, for the paraplegics and it developed as Stoke Mandeville Games and finally as the International Games for Paraplegics since 1952. These Games have been held, since then, at the Stoke Mandeville Hospital in July every year. At the time of the Rome Olympics in 1960, it was decided to hold the International Stoke Mandeville Games on the same ground and in the same city as the Olympic Games, immediately after the Olympic Games, Accordingly, the wish of holding the International Stoke Mandeville Games in Japan on the occasion of the Tokyo Olympics in 1964 was conveyed to the Japanese people concerned by Dr. Guttmann as early as the Rome Olympics. However, the sports activities for the disabled in Japan were only enjoyed as a recreational measure, and were far from that of training physical strength and promoting self-confidence and courage for social rehabilitation of these people. On the contrary, the notion prevailed that sports were dangerous for the disabled.
Honestly speaking, I was amazed, during my trip to Europe, by seeing the disabled taking part in various kinds of sports. Returning from the trip, I found some pioneers dealing seriously with this problem and livelily arousing interest in the possibility of hosting the International Stoke Mandeville Games in 1964 in order to meet the international expectations. These pioneers gave strong hand to make the disabled and others interested and to make the time ripe for the games by translating and publishing the book titled “Sports for the Disabled” (B6, pp. 157), as well as organizing the Sports Movement Association for the Disabled. I, who strongly was astonished at the sight of the sports by the disabled in Heidelberg, was caught by the same enthusiastic zeal as these pioneers and was finally appointed as Chairman of the Preparatory Committee for the International Sports Movement for the Disabled which was organized with the help of the government offices and associations concerned, with the great assistance of Welfare Service Corporation of the Asahi Newspaper, Welfare and Cultural Programs Corporation of Japan Broadcasting Corporation (NHK) and others.
The first task of the Preparatory Committee was to dispatch a Japanese team to Stoke Mandeville Games to be held in July, enabling the competitors and officers to gain international experience. With much efforts, especially of raising funds for the team, we finally managed to send a minimum size of a team with minimum amout of expenses for London, composed of a leader, two competitors and a nurse. The leader was Mr. Hirata, Director of Welfare Department of Ohita Prefecture, whose expenses were covered by Ohita Prefectural Government, and the nurse was Miss Kikuya who was sent by favour of the Asahi Newspaper. The dispatch of the Japanese team, even though it was so hard, was taken up as newsworthy by many journalistic and other communication media and contributed greatly towards not only for the promotion of the sports movement for the disabled but also in increasing the understanding of the general public.
In 1963, the Japanese Executive Committee of International Sports Movement for the Disabled came to be established and we were able to send two Japanese competitors to London, five to Linz, Austria where the First International Sports Meet for the Disabled other than the paraplegics was held, and at the same time, some of the executives, including myself, were also able to be there to study the actual administration and management of these games.
Entering the year of 1964, the financial problem which was one of the worries at the beginning began to have a brighter prospect with the subsidies from the National Government, Metropolitan Government and Japanese Association for Promotion of Bycycle Races, together with the assistance of Lions Clubs and Junior Chamber of Commerce and Industry, etc. Social Affairs Bureau of the Ministry of Health and Welfare, Welfare Corporation, National Council of Social Welfare, Central Community Chest Committee, National Rehabilitaion Agencies, Japanese Society for the Promotion of Welfare Services and others cooperated, taking charge of a portion in the preparatory work. For the purpose of co-ordination, meetings were called once every week and every detail of the whole plan was discussed and put into operation one by one.
In June we received Dr. Guttmann, technical consultant Mr. Atkinson and Secretary-General Miss Scruton, and many discussion took place over the arrangement of the program, etc., and advice and suggestion were given by Dr. Guttmann and his party. Discussion also was undertaken on rules of games, etc., between Mr. Atkinson and judges for different events coopted from the Tokyo Metropolitan Athletic Association.
As details of the plans were put into work one by one, we faced with many difficulties, such as lack of funds and inadequacy of facilities. However, due to support and cooperation from many Sources, we were able to hold the Meet as planned. The appellation “Tokyo Paralympics” is a kind of nickname given to the Meet and was first introduced openly in connection with the Tokyo Games. It requires little explanation that, at least in Japanese language, it was constituted by “Para” as prefix from Paraplegia and by “lympics” as suffix from Olympics. This appellation appealed to people, was praised by many people as motivating symbolic feeling, and we decided to use this word in all our publicity work.
