The theme for the 2/n1 World Congress is "CBR: Empowering and Enabling". The focus is to provide a setting for diverse communities of practice, policy, education, research and social development to engage in a dialogue to promote the well-being of persons with disability around the world.

Empowering persons with disabilities is both beneficial and cost effective to the nation and its development. The 2nd World Congress hopes to show how the Sustainable Development Goals can ensure that persons with disabilities become assets to their nations. The aim should be adequate investment by governments and societies for their well being through early intervention in education, health, social and economic development, while at the same time removing barriers and creating physical access and providing assistive devices for their independence and full inclusion. Our aspiration is that persons with disabilities become assets to their nations through their contribution in the workforce of the country.

The 2nd CBR World Congress comes at a pivotal time- 2016 sees the 10th anniversary of the UN Convention on the Rights of Persons with Disabilities (CRPD) and will be held one year after the Post-2015 Sustainable Development Goals (SDGs) came into action. Therefore this Congress is a perfect opportunity to take stock of what CBR is today and how it has evolved over the years into an inclusive development strategy. Importantly, the Congress will also be the platform from which to look forwards and reflect the future direction of CBR in the context of the CRPD and SDGs.

CBR is characterized by its active involvement of persons with disabilities, their families and community support groups and also by its multi sectorial approach to inclusive development. CBR is increasingly engaging decision makers from municipalities, villages and district authority, local governance and from the regional and country government to work together in reducing inequalities among persons with disabilities in the community. As CBR continues to evolve to respond to current needs and trends, it is imperative that these characteristics are maintained and strengthened.

The objectives of the Congress are:

1. To create an international platform for taking stock of CBR around the world and for engaging in deliberations to ensure its relevance in a post 2015 world in which the human rights and development agendas are closely linked.

2. To recommend effective ways and means to build capacity in CBR.

3. To facilitate dialogue among CBR practitioners, DPOs, civil society, government and academia around critical issues in CBR.
