[MHLW] For Strengthening Cooperation between Welfare, Administrative, and Judicial Sectors ? Working Group Held

On 1 September 2021, the Ministry of Health, Labour and Welfare (MHLW) convened the first Working Group for Strengthening Cooperation between Welfare, Administrative, and Judicial Sectors, which is part of the Expert Committee for Promoting the Use of the Adult Guardianship System.

The Expert Committee was established per Article 13, Paragraph 1 of the Act for the Promotion of the Use of the Adult Guardianship System (Act No. 29 of 2016), to boost comprehensive and systematic measures for the use of the adult guardianship system by coordinating the relevant administrative organs. 

This Working Group is the third one established under the Expert Committee, following the Working Group on Regional Collaboration Networks and the Working Group on Improving the Operation of the Adult Guardianship System. In this Working Group, the members discussed how to bridge the gaps between welfare, administrative, and judicial sectors.

The contents of the first meeting of the working group were as follows.

  • Cases of guardianship requested by the heads of the municipalities (cooperation between the municipal administration and the family court)
  • Responses to complaints about guardianship services (by whom and how to respond)
  • The cooperation between welfare, administrative, and judicial sectors (working with welfare, municipal administration, family court, and the private legal profession)
  • Appropriate operation of the voluntary guardianship system
