On 10 September 2021, the Japan Tourism Agency (JTA) certified 66 facilities firstly under the Barrier-free Minds Certification System for Tourist Facilities.

The Certification System is to certify tourism facilities that have a positive attitude toward barrier-free services in response to the need to strengthen " barrier-free minds" in accordance with the Act for Partial Revision of the Act on Promotion of Smooth Transportation for the Elderly and Persons with Disabilities (Law No. 28 of 2020). The JTA established the Outline of the Certification System (Tourism Agency Director-General's Report No. 1564, 24 December 2020) in December 2020. Those certified tourist facilities are allowed to use the certification mark as shown in the figure on the right, which the JTA sets.

Facilities that can be certified are (1) lodging facilities, (2) restaurants, and (3) tourist information centers, which must meet certain standards in terms of facilities, training of employees, and provision of barrier-free information.

The 66 facilities certified this time include 48 lodging facilities and 18 tourist information centers.
