[MHLW] Overview of Reported Cases Handled by the Welfare Administration in FY 2020 Released

On 25 November 2021, the Ministry of Health, Labor and Welfare (MHLW) released the Overview of Reported Cases handled by the Welfare Administration, a summary for the fiscal year ended March 31, 2021.

The MHLW has compiled the Overview every year based on reports from prefectures, designated cities, and core cities to obtain fundamental data concerning welfare administration. The report covers 13 administrative fields, including:

  • welfare for persons with physical disabilities,
  • comprehensive support for persons with physical disabilities,
  • special child-rearing allowance (for children with disabilities),
  • welfare for the mentally challenged,
  • welfare for the elderly,
  • protection for women,
  • commissioned welfare volunteers,
  • social welfare corporations,
  • child welfare,
  • maternal and child health,
  • child-rearing allowance (for single parents),
  • special aid for the war-wounded, and
  • support benefits for Japanese nationals remaining in China.

The main points of the results are as follows.

<Welfare for persons with physical disabilities>

  • Number of persons registered in the delivery ledger of physical disability certificates: 4,977,249 (A decrease of 76,939 persons (-1.5%) compared to the previous fiscal year)

<Welfare for people with intellectual disabilities>

  • Number of persons registered in the Ryoiku handbook issuance ledger: 1,178,917                         (up 27,633 (+2.4%) from the previous year)

<Welfare commissioners >

  • Number of welfare commissioners (who also serve as child welfare commissioners): 230,690 (an increase of 1,619 persons (+0.7%) from the previous year)

<Child Welfare>

  • Number of consultations on child protection, including consultations on child abuse, provided by Child Consultation Centers

   280,985 cases (an increase of 13,030 cases (+4.9%) from the previous year)

*This figure accounts for 53.3% of the total number of consultations handled by Child Consultation Centers (527,272 cases).

(Note: Consultations regarding children with environmental problems in terms of upbringing includes children less cared for due to the absence of parents or other guardians, abandoned children, lost children, abused children, children whose parents lost their parental rights, and children without guardians, as well as consultations concerning adoptions.
