[Cabinet Secretariat] Meeting of the Council for the Realization of the Vision for a Digital Garden City Nation

On 11 November 2021, the Cabinet Secretariat held the first meeting of the Council for the Realization of the Vision for a Digital Garden City Nation. 

This Council aims to realize the concept of a Digital Garden City Nation connected to the rest of the world by accelerating services with digital technology from the local level, creating a new wave of change, and narrowing the gap between regions and cities. Through digital services, this Council promotes the materialization of this vision and the revitalization of regions.

The members of the Council are as follows:

  • Vice-Chairperson: Minister of State of the Digital Garden City Initiative, Minister of Digital Affairs, Chief Cabinet Secretary
  • Members:
  • Minister of State for Special Missions (Regional Development),
  • Minister of Internal Affairs and Communications,
  • Minister of Education, Culture, Sports, Science and Technology,
  • Minister of Health, Labor and Welfare,
  • Minister of Agriculture, Forestry and Fisheries,
  • Minister of Economy, Trade and Industry,
  • Minister of Land, Infrastructure and Transport,
  • Governor of Tottori Prefecture,
  • Governor of Hiroshima Prefecture,
  • Mayor of Ono City in Fukui Prefecture,
  • Mayor of Shirahama Town in Wakayama Prefecture,
  • private business operators,
  • academic experts,
  • Others.

 The points of discussion include the following items.

(1)  Digital service implementation to resolve issues in various regions

  • Secure jobs in various regions (telework for local development, etc.)
  • Create growth industries (new industries using big regional data, smart agriculture, etc.)
  • Ensure transportation and logistics, promoting Mobility as a Service (MaaS), drones, standardization of information codes, etc.
  • Enhance new kinds of quasi-public services that support mutual aid in educational opportunities, healthcare, and welfare
  • Realize early the super city concept, and such.

(2) Develop and secure digital talents

  • Secure digital talents being active in local communities and foster communities for mutual aid.
  • Establish a virtuous cycle of advanced human resources, with the core of motivated local universities and technical colleges.

(3) Development of digital infrastructure to support regions

  • Accelerate the development of digital infrastructure for mutual aid (public-private partnership), including data collaboration infrastructure and automated operation systems.
  • Accelerate the development of world-class hardware infrastructures such as 5G, data centers, and Wi-Fi
  • Institutional reforms to realize new services and to develop and utilize human resources (in cooperation with the ad hoc commission on digital administrative reform)
  • Develop tools and knowledge necessary for advanced services and their implementation in various regions

(4) Realization of a society where no one is left behind

  • Nation-wide deployment of digital promotion committee members
  • Support disaster survivors and the elderly with digital technology
  • Promotion of understanding of digitalization and mutual assistance among residents, etc.

Among the above, the item related to people with disabilities is “Support for the elderly with the use of digital technology” in (4) Realization of a society where no one is left behind.
