[MLIT] FY 2020 Publication of a Summary of Aggregate Results of the Achievements in Facilitating Smooth Transportation

On January 11, 2022, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) published a summary of the aggregate results of achievements in facilitating smooth transportation in the fiscal year 2020 (as of  March 31, 2021).

Public transport operators are to report to the MLIT Minister on the status of barrier-free passenger facilities and vehicles under Article 23 of the Enforcement Regulations for the Act on the Promotion of Smooth Transportation of Elderly Persons, Persons with Disabilities, etc. Accordingly, the aggregate results are based on reports from operators on their smooth transportation initiatives or their performance.

An overview of the progress in making public transportation barrier-free is given below:

All passenger facilities *1:                 Figures in parentheses are year-on-year comparisons

  • Elimination of gaps 95.1% (up approx. 3.2 percentage points)
  • Installation of tactile paving blocks for the visually impaired 97.2% (up approx. 2.1 percentage points).
  • The number of disabled-accessible toilets installed was 92.1% (up approx. 3.5 percentage points)

Vehicles, etc.:

  • Rail vehicles 75.7% (up approx. 1.1 points)
  • Non-step buses 63.8% (up approx. 2.6 points)
  • Buses with lifts, etc. 5.8% (up approx. 0.3 points)
  • Charter buses 1,975 (up 894)
  • Welfare taxis 41,464 (up 4,400)
  • Passenger ships 53.1% (up approx. 4.7 percentage points)
  • Airplanes 99.7% (up approx. 0.6 percentage points)

 *1: All passenger facilities with an average of more than 3,000 passengers per day (railway stations, bus terminals, passenger ship terminals, and air passenger terminals).
