PREFACE

This publication is a companion to Legislation on Equal Opportunities and Full Participation in Development for Disabled Persons: Regional Review (ST/ESCAP/1651), which contains a regional review of legislation concerning the equal opportunities and full participation of persons with disabilities.

The secretariat has issued this publication in response to requests for examples of legislation from the ESCAP region. The requests were received from ESCAP members and their non-governmental organization (NGO) partners concerned with the formulation and strengthening of equalization legislation for persons with disabilities.

The secretariat is gratified to learn through those requests that there is considerable interest in working towards the development and strengthening of equalization legislation in the ESCAP region. It is hoped that this publication will contribute to the generation of legal means of supporting the mainstreaming of people with disabilities in society, and thereby, the achievement of "full participation and equality", the goals of the Asian and Pacific Decade of Disabled Persons, 1993-2002.

This publication is primarily intended as a reference document to facilitate national-level efforts with respect to the implementation of the United Nations Standard Rules for the Equalization of Opportunities for Persons with Disabilities, and the fulfilment of the legislation targets of the Agenda for Action for the Asian and Pacific Decade of Disabled Persons. In consonance with the multi-sectoral thrust of implementation of the Agenda for Action for the Asian and Pacific Decade of Disabled Persons, this publication may be disseminated to policy makers in diverse line ministries and their NGO partners.

Appreciation is expressed to the Governments of China, Fiji, India, Indonesia, Japan, Pakistan, the Philippines, the Republic of Korea, Sri Lanka and the Royal Thai Government, for their contribution of the 16 examples of legislation in this publication for region-wide dissemination.
