IV. Synthesis and Challenges

This is the summary of “the Pot Luck of What we can do Workshop Manual and Report of Building Up Project” produced jointly by Kusanone Mutual Support Project (General Incorporated Association) and NPO Support Net for Starting Small & Community Business in Nagoya, Japan. This publication highlights the outcome of research on social inclusion for the increased isolated people, and the challenge to solve these issues in the society.

Part 1 Community-Based Rehabilitation

Community-based rehabilitation (CBR) has been advocated internationally for more than 20 years as the core strategy for improvement of the quality of life of persons with disabilities. Despite emphasizing that disabled persons should be active partners in the planning and implementation of all measures affecting their civil, political, economic, social and cultural rights, persons with disabilities have not yet become sufficiently involved in evaluations and impact assessments.This study is the first of its kind that is based on the experiences of the users of CBR themselves by World Health Organization(WHO) and the Swedish Organizations of Disabled Persons International Aid Association(SHIA). In this respect it is unique and thus adds value to the other studies and evaluations of CBR.

Making Japan's Mental Health System the Finest Moving From Hospitalization to Community-Based Treatment A Report to the Ministry of Health (David LeCount, MSW, ACSW, ICSW)

This is a report by David LeCount( MSW, ACSW, ICSW) and based on a two-week mental health consultation; lectures, seminars, and site visits in Japan, September 10 - 24,th 2000. Mental illness is the World Health Organization's number one priority for 2001. He thinks it is the time for Japan to make significant changes in their mental health system in accordance with this priority.

Evaluating Community Based Rehabilitation :Guidelines for Accountable Practice

This is a report by Dr. Tizun (Zhao Director, CBR Department China Rehabilitation Research Center ) and Joseph K.F. Kwok Ph.D J.P. (Associate Professor, Department of Applied Social Studies City University of Hong Kong), based on the research project which has been launched to meet a specific need of CBR development and has practical significance. So that CBR practices have shown vast and diversified features in countries due to the differences in socio-economic development, culture, social customs, political structure and the rehabilitation needs of disabilities, etc,.These guidelines are not meant to be adopted without change for each and every particular CBR project. However, it should offer the basic trend of thought, and general framework for the evaluation of CBR.
