On June 30, 2023, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) released the 2023 White Paper on Land, Infrastructure, Transport and Tourism in Japan.
The Ministry publishes this White Paper annually for its report on overall policies. The theme of this year's white paper is "Changing Lifestyles and Society with Digitalization" in light of the current government-wide efforts to promote the formation of a digital society.

The White Paper contains a very wide range of content, but there are also many descriptions related to persons with disabilities throughout, particularly in Part II, Chapter 6: Building a safe and secure society, beginning with "Section 1: Realizing a universal society" and describing "1. Realizing a barrier-free society based on universal design concepts", as well as "Section 4. Promoting pedestrian mobility support", "Making public transport barrier-free," and "Making housing and buildings barrier-free."
It also describes support for persons with disabilities in "Section 2: Measures against natural disasters" and "Section 4: Strengthening safety measures in the transport field."
