シンポジウム開催趣旨 （北九州）
ＣＡＮ （コミュニティー・アクション・ネットワーク）は、地域の高齢者・障害者を含むすべての住民が参加して共に暮らすまちづくりを進めることにめざましい成果を挙げている英国の民間非営利団体（ＮＰＯ ）です。ＣＡＮ の活動は英国のブレア政権の最も重要な内政政策である「ソーシャル･インクルージョン」の理念形成に多大の影響を与えているといわれています。
昨年12 月には厚生省から「社会的な援護を要する人々に対する社会福祉のあり方に関する検討会報告書」が発表され、貧困や失業等により社会から孤立･排除された人々も社会の一員として包み支え 合う「ソーシャル・インクルージョン」の考え方が示されました。
同報告書の取りまとめに当時厚生省の社会･援護局長として参加された炭谷茂氏からその理念と課題についての問題提起、ＣＡＮ の指導的な活動家からその理念と実践についての講演、そして北九州でのまちづくりの実践報告をふまえて共に考え議論するパネルディスカッション、という構成で「すべての人が尊厳をもって共に暮らす住民参加のまちづくり」について考えます。
特に、日・英・オーストラリア三国の経験の比較の中から、住民、行政、企業、研究者のそれぞれの立場から民間非営利活動（ＮＰＯ ）の意義と役割を明らかにし、「まちづくり」への具体的な貢献の道筋を探ります。
Japan/ UK Joint Symposium 2001 in Kitakyushu
“Community re-invention powered by participation of people in the community so that all can live with dignity”CAN (Community Action Network) has been successfully proving the fact that community re-invention powered by the participation of people in the community is the best measure to achieve social inclusion for all members of the community, including people with disabilities, old people,homeless people, socially segregated people, etc. to participate in the community as a resource person or a contributor. Not-for Profit Organizations are the key sector to mobilize the resources in the community.
The Symposium will focus on the outcome of CAN to identify the role of NPOs, public sector and private sector respectively to achieve social inclusion in Japanese community.
