シンポジウム開催趣旨(大阪)

 昨年12月に厚生省から「社会的な援護を要する人々に対する社会福祉のあり方に関する検討会報告書」が発表された。 これは、貧困や失業等により社会から孤立・排除された人々も社会の一員として包み支え合う「ソーシャル・インクルージョン」の考え方を示すなど、従来の社会福祉のあり方・方法の見直しを求めるものであり、21 世紀のわが国の社会福祉、とりわけ2003 年度から全国の都道府県、市町村が策定する「地域福祉計画」について考える上で、極めて貴重な提言である。
本報告書が取りまとめられる際に厚生省の社会・援護局長であった炭谷茂氏に検討会での議論についてお話いただくとともに、英国において成功を収めている民間の先進的な取組み事例に学びながら、地域住民、NPO 、企業、行政が一堂に会して、「すべての人が尊厳をもって共に暮らせるまちづくり」について考える。

Japan/ UK Symposium 2001 in Osaka

 “Community re-invention powered by the participation of people in the community so that all can live with dignity”
Social inclusion for all members of the community including socially and physically disadvantaged groups is a key point to succeed in re-inventing communities in Japan.
In order to achieve this, the Symposium will focus on the best practices of the CAN (Community Action Network) in UK and will be followed by discussions to identify the role of NPOs, public sector and private sector respectively.
