国際セミナー報告書「ヨーロッパとアジアのソーシャル・ファームの動向と取り組み－ソーシャル・インクルージョンを目指して－」

セミナー趣旨

イタリア、ドイツ、イギリス等のヨーロッパ諸国では企業活動として、障害者の就労を確保するソーシャル・エンタープライズやソーシャル・ファームと呼ばれる社会的企業が発展してきた。ソーシャル・ファームは、利潤追求を目的とする企業であり、ビジネス手法は一般企業と同じであるが、利潤を株主や企業主に分配するのではなく企業活動に再投資する点に特徴がある。近年、アジアの国々でも、企業活動を通じて障害者の就労を推進する社会的企業に関心が高まってきている。わが国においても、障害者自立支援法の施行とともに社会福祉施設による福祉的な就労から一般就労への移行が求められてきている。そこで、本セミナーは、社会的企業の先進地域であるヨーロッパとアジアから専門家を招聘し、わが国の障害者雇用の関係者と意見交換を行うことを目的とする。

Social enterprises or social firms have been developed as business-oriented mechanisms to create employment for persons with disabilities in European countries like Italy,Germany and UK. Social firms seek profits like other enterprises, but the difference is that they reinvest the profit into the social purpose of the business, rather than distributing it to shareholders.

Recently, there has been a growing interest in social firms as an effective way to promote employment of persons with disabilities in Asian counties. In Japan,a shift from welfare-supported employment by social welfare facilities to general employment has been anticipated since the enforcement of the Law for Supporting the Independence of Persons with Disabilities in 2006. This seminar aims to introduce the up-to-date situation of social firms in Europe and Asia, and to share information and ideas with the lecturers from Germany, UK and Korea as well as people concerned with these issues in Japan in order to create more employment opportunities for persons with disabilities.
