Enforcement of so called "Accessible Textbooks Act" which mandates textbook publishers submit PDF files to the government so that those files can be used to produce large print textbooks on paper. DAISY multimedia textbook producers, all not-for-profit, are allowed to make use of these files under the conditions set out by the government.

Enforcement of Amended Copyright Law: Any alternative textbooks including DAISY Multimedia textbooks can be produced by anybody to support pupils with disabilities (Copyright Law Article 33-2)

Enforcement of Amended Copyright Law: Any copyrighted works including textbooks can be produced in DAISY multimedia format by authorized organizations serving for persons with print-disabilities without permission of copyright owners and distribute/share them via internet. (Copyright Law Article 37-3)
