- (2)Objective: To establish independent living in the community without depending on family and facilities
- (3)Historical Meanings: Foundation of the independent living rights in the society
- Decision making in the amount of assistance allowance based on only the needs for individual assistance:No asset assessment should be necessary in deciding the eligibility for the assistance allowance
- Adequate amount of assistance allowance should be paid Services supporting whole living including at home living and social participation activities:The amount should be enough to protect assistants' rights and to cover the operating cost such as recruit of assistants.
- Establishment of high standard for assistance allowances:Standard should be high enough for persons with most serious disabilities to maintain independent living in the community (Average use of assistance by the people with disabilities who registered for STIL is 10 hours a shift, max. 36 hours a shift)
- Basic function of Stockholm Independent Living (STIL)
Role as footholds of T for the user of assistance
- (1)Furnishing information on the various legal rights related to assistance allowance system
- (2)Support for the objection against the amount of assistance allowance and law suits
- (3)Proposal of the education program that enables the assistance-users to become a supervisor of the assistants:Training in order to enhance the ability to take responsibilities as employer of the assistants (Acquirements of the legal knowledge related to the employment situation of assistant, which is agreed upon the movement union and the Labor law and security and health of assistants at work place)
- (4)Administration of peer support group to promote the independent of assistance-users.
- (5)Support for assistance-users that are mentally challenged
