Type of Grants

1. Grant for the Provision of Work Facilities, etc., for Physically Disabled Persons

Type 1. Grant for the Provision of Work Facilities, etc.

Eligible employers Employers who employ at least one disabled person and install or provide equipment or facilities for the disabled
Disabled employees to whom the grant applies Employees who are physically disabled, mentally retarded, or recovering from mental disorders, etc., and severely physically disabled or severely mentally retarded short-time employees
Equipment, etc., to which the grant applies Facilities The term "facilities" shall refer to those facilities needed to facilitate work suited to the abilities of disabled persons.
Incidental facilities The term "incidental facilities" shall refer to those facilities needed to enabled the disabled to overcome their disabilities and engage in work.
For example, the renovation of facilities, such as the installing of safety devices, handrails and Braille signs, etc.; the remodeling of toilets, building ramps at front entrances, etc.; installing automatic doors; and the leveling of floors.
Equipment The term "equipment" shall refer to equipment and machinery needed to facilitate work suited to the abilities of the disabled.
Furthermore, in the case of equipment necessary to facilitate work suited to the abilities of the disabled, the term shall apply only to this equipment and not necessarily to special renovation.
For example, word processors for the blind, OPTACON, renovated automobiles, and special wheelchairs, etc.
Monetary amount Two-thirds of expenditures for the installation or providing of equipment and facilities
Maximum: 4.5 million per disabled employee employed, provided that the total for a single fiscal year does not exceed 45 million yen per location
Others
  1. The written approval of the head of a Public Employment Security Office is required.
  2. The term "employment" refers to cases of persons employed no more than 6 months prior to the day the application for this grant is submitted, and cases in which the head of a Public Employment Security Office recognizes that the employing as an employee of the person(s) in question will be possible after the application for this grant is submitted.

Type 2. Grant for the Provision of Work Facilities, etc.

Disabled employees to whom the grant applies The physically disabled, mentally retarded, persons recovering from mental disorders, etc., and severely physically disabled or severely mentally retarded part-time employees

  1. The written approval of the head of a Public Employment Security Office is required
  2. 2. Grant for the Job Adaptation of Severely Disabled Persons

Eligible employers
  1. Employers who employ at least one severely disabled person and implement measures that are directly related to this employing and are intended to facilitate the job adaptation of the disabled person(s) in question
  2. Employers who, following the implementation of the measures described in Item "a" above, also implement job adaptation measures intended to help continue the employment of a short-time employee who is severely mentally retarded, recovering from mental disorders, etc., or severely physically disabled

  • Disabled employees to whom the grant applies listed in Item "a" above:
    Severely physically disabled or mentally retarded employees; physically disabled employees 45 years old or older; persons recovering from mental disorders, etc.; and severely physically disabled or severely mentally retarded short-time employees placed through a Public Employment Security Office

3. Grant for the Disabled Persons' Facilities Renovation

Eligible employers Employers who have received the Grant for the Installation, etc., of Facilities for the Disabled in connection with the installation of equipment; are still employing no less than half of the disabled employees for whom the grant was received; who have contributed to the job stability of the disabled - one condition of which is not having dismissed any disabled employee for reasons lying with the employer at least one year prior to the day the application for this grant is submitted - and who intend to renovate all or part of the equipment for which the grant was received
Disabled employees to whom the grant applies Physically disabled or mentally retarded employees; employees recovering from mental disorders, etc.; and severely physically disabled or severely mentally retarded short-time employees
Equipment to which the grant applies Equipment for which the Grant for the Provision of Work Facilities, etc., for the Disabled has been received. (This does not apply to the renovation of rented or leased equipment.)
Amount Two-thirds of expenditures required to renovate the equipment in question
Maximum amount:
A sum of 4.5 million yen per continuously-employed disabled employee, provided that the total for a single fiscal year does not exceed 45 million yen per location.
Others
  1. The written authorization of the head of a Public Employment Security Office is required.
  2. The grant applies to equipment (for which the Grant for the Provision of Work Facilities, etc., for the Disabled was received) that has been acquired from five to 10 years prior to application (i.e., no less than five years and no more than 10 years shall have passed since the initial grant was received)
  3. This grant is limited to one renovation.


4. Grant for the Special Employment Management of Severely Disabled Persons

Type 1. (Commuting to work, etc.)

Eligible employers Employers who have severely disabled employees (including newly-employed employees) and who have taken the following measures to facilitate the commuting to work of these severely disabled employees
  1. The construction, expansion, renovation, purchasing (hereafter referred to as "construction, etc.") or renting of housing whose structure or facilities are specially designed for the severely disabled (hereafter referred to as "housing for the severely disabled")
  2. When a counselor (who is defined as residing in the housing unit in question and being responsible for guidance, assistance and other duties related to facilitating the commuting to work of the severely disabled employees in question) is to reside in a housing unit whereat no fewer than five disabled employees reside
  3. Purchasing a bus to be used to deliver to and from work no fewer than five severely disabled employees who are to commute to work
  4. Renting or leasing parking space for a severely disabled employee for whom it is necessary to commute to work by car
  5. Renting, leasing or purchasing a car to be used for commuting to work by a disabled employee for whom it is necessary to drive to work himself or herself of necessity

Type 2. (Sign-language coordinator, etc.)

Eligible employers Employers who have disabled employees and who take the following measures as part of an appropriate program of employment management for severely disabled employees
  1. The appointing of a sign-language coordinator as a necessary part of employment management for no less than two hearing-impaired employees
  2. The appointing of a medical practitioner as a necessary part of a health care program for three or more employees with internal disabilities, three or more employees with orthopedic disabilities due to spinal cord injury, three or more employees suffering from mental retardation accompanied by epileptic seizures, or three or more employees recovering from mental disorders
  3. The appointing of a vocational consultant as a necessary part of a health care program for five or more employees with severe physical disabilities or orthopedic disabilities due to cerebral palsy, mentally retarded employees, recovering form mental disorders, etc. (Here the term "vocational consultant" shall refer to a person specializing in duties concerning the vocational guidance and consultation that is a necessary part of an employment management program for severely disabled employees, etc.)
  4. The appointment or stationing in housing for the disabled of a vocational consultant (i.e., one who works at home) as a necessary part of an employment management program for five or more disabled employees (e.g., those who are severely physically disabled, orthopedic disabled due to cerebral palsy, mentally retarded, or recovering from mental disorders, etc.) who work at home
  5. The appointment or stationing of a vocational attendant necessary for the completion of the duties of visually-impaired employees engaged in clerical duties
  6. The appointment of an assistant who, as a necessary part of an employment management program for three or more severely mentally retarded employees or three or more employees recovering from mental disorders, etc., is responsible for the completion of the duties of said employees. (Here the term "assistant" shall refer to a person who specializes in duties concerning guidance and advice necessary for the completion of duties in which severely mentally retarded employees, etc., are engaged.)

  1. Retaining a sign-language coordinator as a necessary part of an employment management program for two or more hearing-impaired employees
  2. Engaging the services of a medical practitioner as a necessary part of a health-care program for three or more employees with internal disabilities, three or more employees with orthopedic disabilities due to spinal cord injury, three or more employees suffering from mental retardation accompanied by epileptic seizures, or three or more employees recovering from mental disorders, etc.
  3. Stationing in a housing unit or engaging the services of a vocational attendant necessary to assist visually-impaired employees engaged in clerical duties in completing these duties
  4. Stationing as assistant in a housing unit as a necessary part of an employment management program (particularly to ensure the completion of duties) for three or more severely mentally retarded employees or three or more employees recovering from mental disorders. (Here the term "assistant to ensure the completion of duties" shall mean a person specializing in duties related to guidance and assistance necessary to the carrying out of duties by severely mentally retarded employees, etc.)

5. Grant for the Provision of Facilities, etc. in Enterprises Employing a Large Number of Severely Disabled Persons

Type 1. Grant for the Provision of Facilities, etc., for Severely Disabled Persons

(Procurement of facilities)

Eligible employers
  1. Employers who have no less than 10 severely disabled employees (i.e., 5 to 9 newly-employed persons, with the remainder being previously-employed ) and who plan to install or provide equipment or facilities
  1. Employers who employ no less than 10 severely disabled employees and who plan to install or provide equipment or facilities
Disabilities to which the grant applies Severe physical disabilities, mental retardation, (employees recovering from) mental disorders, etc., severe physical disabilities in short-time employees, and severe mental retardation in short-time employees
Facilities, etc., to which the grant applies Facilities shown below that are recognized as being appropriate for the employment of severely disabled persons.

  • Equipment and fixtures necessary for achieving the objectives of work, management or welfare facilities

  1. Two-thirds of expenditures required for the acquisition or renovation of facilities and equipment (or three-fourths in the case of an incorporated organization established with capital provided by the employer or the organization composed of employers and a local public organization)
    Maximum amount: 150 million yen
  1. Two-thirds of expenditures required for the acquisition or renovation of facilities and equipment (or three-fourths in the case of an incorporated organization established with capital provided by the employer or the organization composed of employers and a local public organization)

  1. The written authorization of the supervising department manager in charge of labor affairs (in the prefecture, etc., in question) and the head of a Public Employment Security Office is necessary.

The term "employment" shall refer to the employing of employees that takes places within one year prior to the day the application for the grant is submitted and to the employing of employees whom the head of a Public Employment Security Office determines as being employable following the submission of the application for the grant.

Type 2. Grant for the Provision of Facilities, etc., for Severely Disabled Persons

1. (Renovation of facilities)

Eligible employers Employers who have no less than 10 severely disabled employees (who comprise no less than 30% of the employer's total work force) and who plan to install or acquire facilities or equipment for said employees
Disabilities to which the grant applies Severe physical disabilities, mental retardation, (employees recovering from) mental disorders, etc., severe physical disabilities in short-time employees, and severe mental retardation in short-time employees
Facilities, etc., to which the grant applies (The same facilities, etc., to which the Type 1 Grant for the Provision of Facilities, etc., for Severely Disabled Persons applies.)
Monetary Two-thirds of expenditures required for the acquisition or renovation of equipment or facilities (or three-fourths in the case of incorporated organization established with capital provided by the employer or the organization composed of employers and a local public organization)
Maximum amount: 50 million yen (100 million yen in special cases)
Others
  1. The written authorization of a supervising manager of labor (in the prefecture, etc., in question) and the head of a Public Employment Security Office is necessary.
  2. Applications for the grant are accepted during a specified period.

Note: A specified amount of interest is added to calculations for financing concerning Grant Type 1. and Type 2. (provided for five years).

2. (Renovation of equipment)

Eligible employers Employers who have employed no less than 10 severely disabled persons (who comprise no less than 30% of the employer's total work force) during the past three years and who, with at least 10 years having passed since receiving the Grant for the Provision of Facilities, etc., in Enterprises Employing a Large Number of Severely Disabled Persons (renovation of facilities, Type 1 or Type 2), plan to install or procure facilities.
Disabilities to which the grant applies Severe physical disabilities, mental retardation, (employees recovering from) mental disorders, etc., severe physical disabilities in short-time employees, and severe mental retardation in short-time employees.
Facilities, etc., to which the grant applies (The same facilities, etc., to which the Type 1 Grant for the Provision of Facilities, etc., for Severely Disabled Persons applies.)
Monetary amount Two-thirds of expenditures required for the installation or procurement of equipment and facilities (or three-fourths in the case of incorporated organization established with capital provided by the employer or the organization composed of employers and a local public organization)
Others
  1. The written authorization of the department manager in charge of labor affairs (in the prefecture, etc., in question) and the head of a Public Employment Security Office is necessary.
  2. Applications for the Grant are accepted all year.

6. Grant for the Development of Skills for Disabled Persons

Type 1. (Equipment, etc.)

Eligible employers, etc. Employers (or the organization composed of employers) who provide development of skills training that complies with the standards set by the Minister of Labour, and academic or welfare corporations that have established a specialized school or other school (or any other legal entity that is engaged in operations intended to promote the employment of the disabled) and which install or procure facilities or equipment required to provide development of skills training
Disabilities to which the grant applies Physical disabilities, mental retardation, (employees recovering from) mental disorders, etc., severe physical disabilities in short-time employees, severe mental retardation in short-time employees
Facilities (for development of skills training), etc., to which the grant applies The term "facilities" shall refer to the following types of facilities, etc., for development of skills training which are recognized as being appropriate for development of skills training for the disabled.
  • Development of skills training facilities (classrooms, training rooms and other training facilities)
  • Management facilities
  • Welfare facilities
    (housing units, health-care facilities, dining facilities, nursery facilities, educational and cultural facilities, cooperatives and similar retailers)
  • Equipment and fixtures necessary for running development of skills training facilities
Monetary amount Four-fifths of expenditures required for the procurement and installation of facilities, etc., for development of skills training
Maximum amount: 200 million yen
Others A report prepared by the department manager in charge of labor affairs (of the prefecture, etc., in question) is required.

Type 2. (Administration cost)

Eligible employers Employers listed above in "Eligible employers, etc." in Grant Type 1 ( Equipment, etc.) who provided development of skills training for the disabled that complies with the standards set by the Minister of Labour
Disabilities to which the grant applies Physical disabilities, mental retardation, (employees recovering from) mental disorders, etc., severe physical disabilities in short-time employees, and severe mental retardation in short-time employees
Monetary amount and period provided Three-fourths of expenditures required for the administration of development of skills training programs for the disabled
(Four-fifths of expenditures required for the administration shall be provided in cases in which an employer or organization composed of employers and a social welfare juridical person, etc., that runs sheltered work institution provide skills development training programs for severely disabled persons for those who belong to the said institution, or cases in which an institution established under a joint capital contribution system supported by employers or organizations composed of employers and local public bodies (so-called "Third Sector System") carries out special skills development training programs for mentally retarded persons)
Maximum amount:
  1. Development of skills training for disabled persons
    A sum of 130,000 yen per participant is provided while the training is being provided
  2. Development of skills training for severely disabled persons, etc., and special development of skills training provided under the Third Sector System for the mentally retarded
    A sum of 150,000 yen per participant is provided while the training is being provided
Others A report prepared by the department manager in charge of labor affairs (of the prefecture, etc., in question) is required

Type 3. (Participating in training programs)

Eligible employers, etc. Employers who have full-time disabled employees (including those newly-employed) and who enable disabled persons to participate in an development of skills training program for disabled persons that complies with the standards set by the Ministry of Labour
Disabilities to which the grant applies Physical disabilities, mental retardation (employees recovering from) mental disorders, severe physical disabilities in short-time employees, severe mental retardation in short-time employees
Monetary amount and period provided Three-fourths of the salary paid to participants
Maximum amount: 80,000 yen per person while the training is being provided
Others The written authorization of the head of a Public Employment Security Office is required



Grant for the Continuous Employment of Disabled Persons

1. Grant for the Provision of Facilities, etc., for Persons Disabled After Employing

Type 1. Grant for the Provision of Facilities, etc., for Persons Disabled After Employing

Eligible employers Employers who install or provided facilities or equipment intended to enable the continuation of the employment of persons disabled after employing (i.e., an employee not disabled when first employed but who became disabled while in the employ of the employer in question)
Disabilities to which the grant applies Disabilities in persons disabled after employing (including severe disabilities in short-time employees)
Facilities, etc., to which the grant applies Work facilities Here, the term "work facilities" shall refer to any facilities needed to facilitate work suitable to the abilities of persons disabled after employing (e.g., the construction of a new workplace to accommodate wheelchairs, expansions related to changes in the work process, or renovations necessary for the expansion or improvement of safety facilities).
Incidental facilities Here, the term "incidental facilities" shall refer to any incidental facilities needed to enable disabled persons to overcome their disabilities and engage in work (e.g., the installation of safety devices, handrails, Braille signs, etc.; the renovating of toilets; constructing ramps for front entrances; installing automatic doors; leveling floors; other improvements of work facilities).
Work equipment Here, the term "work equipment" shall refer to any facilities or machinery needed to facilitate work suited to the abilities of persons disabled after employing (e.g., word processors for the blind, OPTACON, renovated automobiles, or special wheelchairs).
However, this applies only to items needed to facilitate work suited to the abilities of persons disabled after employing, and does not necessarily include the carrying out of special renovation.
Monetary amount Two-thirds of expenditures required for the installation or providing of facilities and equipment
Maximum amount:
A sum of 4.5 million yen per person disabled after employing, provided the total for a given fiscal year does not exceed 45 million yen for a single location
Others The written authorization of the head of a Public Employment Security Office is necessary.

Type 2. Grant for the Provision of Facilities, etc., for Persons Disabled After Employment

Eligible employers Employers who rent or lease facilities or equipment to enable the continued employment of persons disabled after employing
Disabilities to which the grant applies Disabilities in persons disabled after employing (including severe disabilities in short-time employees)
Facilities, etc., to which the grant applies (The same facilities, etc., to which the Type 1 Grant for the Provision of Facilities, etc., for Persons Disabled After Employing applies.)
Monetary amount and period provided Two-thirds of all expenditures required for the rental of lease of equipment and facilities
Maximum amount: 200,000 yen/month
Period provided: 3 years
Others The written authorization of the head of a Public Employment Security Office is required.

Type 3. Grant for the Job Adaptation of Persons Severely Disabled After Employing

Eligible employers Employers who implement job adaptation measures to promote the return to work of an employee who become severely disabled after initial employing
Disabilities to which the grant applies Severe disabilities in persons disabled after employing
  • Grade 1 and 2 post-employing disabilities (including those in short-time employees)
  • Any person disabled after employing who is at least 45 years old
Monetary amount and period provided 30,000 yen/month per person severely disabled after employing
20,000 yen/month per short-time employee severely disabled after employing
Period provided: 3 years
Others The written authorization of the head of a Public Employment Security Office is required.

Remarks

  1. In the case of the existence of two disabilities in the same Grade, the next Grade up shall apply to the individual in question. However, if the two disabilities are specifically designated within this Table, the corresponding Grade shall apply.
  2. Persons with two or more orthopedic disabilities falling under Grade 7 shall be classified as Grade 6.
  3. In the case of a person with two or more disabilities falling under different Grades, the individual can, giving consideration to the extent of these disabilities, be classified into a Grade higher than the ones in question.
  4. The term "missing a finger" shall, in the case of a thumb, refer to loss from the inter-phalange knuckle down, and, in the case of other fingers, to loss from the first inter-phalange knuckle down.
  5. The term "functional impairment of a finger" shall to functional impairment in the area form the metacarpal joint down, and, in the case of a thumb, shall also include impairments affecting resistance.
  6. When measuring the length of an arm or leg that has been amputated, etc., the practical length (i.e., measured from the armpit in the case of the former ad from the protuberance of the hip in the case of the thigh) shall be used.
  7. The distance form the anterior iliac spine to the bottom end of the inner ankle shall be considered as being the length of the leg.
