Small cities (Wakayama City, Kinokawa City, and Iwade City) ■Population: About 500,000	→	Persons with disabilities and their families take the initiative and help address various problems in the community. The users plays a major role in holding events and involving local residents. Establishment of the Liaison Council with the collaboration of the municipal government and the Social Welfare Council	→	■Sources of Revenue (proportion): Service income: 23.5% Subsidies: 64.5% Other (donations, etc.): 9.2% Grants: 2.8% ■Networks: Each of the 42 organizations is connected to the Liaison Council, Social Welfare Council, and community-building NPOs.	→	■Community: Muginosato has grown to influence the welfare system and policies of the local government and takes the lead. It has made the local residents feel proud of the community for its diversity. ■Users (families): They not only receive support relative to addressing various issues, but also take the initiative to try to resolve them.
