Disability on 6th AMCDRR

The 6th Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR) is held in Bangkok, Thailand this week. We started on 22'nd June with our pre-conference of stakeholder consultation individuals and organizations concerned with disability. This event also in coordination with United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), Nippon Foundation, and Rehabilitation International. This pre-conference discussed developed programme and policy of disability-inclusive DRR from each sector and country, as our speakers is come from private sector, INGO, and government as well. This session filled up by Mr Hiroshi Kawamura from Rehabilitation International, Mr Buntan from Committee on The Rights of Persons with Disabilities, Atif Seikh represent DiDRRN, Akiko from World Federation of the Deafblind, Mr Mochizuki from Embassy of Japan in Bangkok, and Mr. Motoyama from Nippon Foundation.

Opened by Ms Sae Kani, disability-inclusive DRR advisor and as our partner from Malteser International, delivered background of i (https://www.facebook.com/hashtag /inclusivedrr)nclusive-disability disaster risk reduction. Ms Kani stated that inclusivedisability is development issue, as persons with disability should be involved and contribute in DRR. And to realize the contribution, there should have accessibility. Ms Kani also added that this is the time to count person with disability as development partners, not only as vulnerable group anymore.

First speaker, Mr Hiroshi Kawamura from Rehabilitation International delivered Japan developed programme and policy of disability-inclusive DRR, especially after The Great East Japan earthquake and co-organized The Sendai Meeting. Sendai Declaration generated on last April in Japan, attended by government representatives, NGO, and DPOs. And this declaration will be followed up on this 6th AMCDRR and upcoming World Conference. Mr Kawamura also conveyed the accessibility on Sendai Meeting including it's logistic part. At the end of his session, he showed a very touching yet so inspiring documentary video described disability-inclusive DRR programme in Japan. On that video, it's strongly confirmed that everyone have the same right to live.

Next session is panel session discussed Jogjakarta Declaration and development partnership with DRR actor in mainstreaming disability in DRR in every aspect. Six (6) panelist will answer some question from audience, and also will give their statement of disability-inclusive DRR. Mr Buntan, from Committee on The Rights of Persons with Disabilities, stated this declaration should be taking serious by government, as inclusive DRR is sustained development and by inclusive DRR we also build resilience, that to be protected and be participated is the rights of everyone in every aspect.

As representative from our side, our parrtner Atif Sheikh from STEP showed a video about a programme that included persons with disability started from planning level in DRR. He delivered that persons with disability have so many barrier in sosial, education, health, and more area. Atif believe that inclusive DRR will result inclusive society.

After Atif, we have Ms Akiko, a deafblind person that also as Secretary-General of World Federation of the Deafblind present on Key Component of disability-inclusive DRR. Ms Akiko confirmed that what she likes from Sendai document is the recognition of persons with disability as agent of change, not just people that recieve help from others. On this session, Ms Akiko affirmed that people needs another people. That people life's are saved by people. No matter if they're vulnerable group or not.

At the end of session, Mr Mochizuki, from Embassy of Japan in Bangkok delivered Japan Priorities of DRR on that room that filled by 30 people. The discussion between panelist and audience then went 25 minutes and closed by Mr Motoyama from Nippon Foundation.
