Background

Asia-Pacific is the region most adversely affected by disasters. Evidence from recent Japanese experience in disasters indicates that persons with disabilities are two to four times more likely to die than the general population when a disaster occurs. Due to the close connections between ageing and disability, the gap is expected to widen.

Many Governments in the Asian and Pacific region do not incorporate disability perspectives in legal frameworks, policies and action plans for disaster risk reduction (DRR). Thus, in much of the region, physical infrastructure, and disaster response services do not incorporate universal design principles. This results in accessibility constraints on persons with disabilities, and older persons who are less mobile. Public service announcements are often issued in formats and language that are not accessible by persons with disabilities. Emergency exits, shelters and facilities tend not to be barrier-free.

The regular participation of persons with disabilities in emergency preparedness and other disaster risk reduction measures could save lives, as well as prevent and minimize risk and damage when disasters occur.

Furthermore, in the absence of reliable and comparable data on disability and disasters in the region, it is a challenge for Governments and other stakeholders to pursue effective planning on disability inclusion in DRR.

The 62 Governments of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) proclaimed the Asian and Pacific Decade of Persons with Disabilities, 2013-2022, and adopted the Incheon Strategy to "Make the Right Real" for Persons with Disabilities in Asia and the Pacific (Incheon Strategy).

Many stakeholders in the Asian and Pacific region have committed to strengthening disability-inclusive DRR planning and action in accordance with Goal 7: "ensure disability-inclusive disaster risk reduction and management", Incheon Strategy. The 6th Asian Ministerial Conference on Disaster Risk Reduction is a critical opportunity for promoting disability inclusion in DRR in the lead up to finalization and adoption of the post-2015 DRR framework.
