[MHLW] “Employment Status of Persons with Disabilities in FY 2020” announced

On January 15th, 2021, the MHLW announced the "Employment Status of Persons with Disabilities in FY 2020". The Law for Employment Promotion, etc., of the Disabled stipulates that all employers who meet certain conditions are required to report the employment status of persons with physical, intellectual, and mental disabilities as of June 1st every year. This announcement was made based on the data compiled in 2020. The main points of the announcement are as follows.

<Private enterprises>

Statutory employment rate 2.2%

  • Both the number of persons with disabilities employed and the actual employment rate reached the highest on record.　
  • The number of persons with disabilities employed was 578,292, an increase of 3.2% from the previous year (+17,683.5).
  • The actual employment rate was 2.15%, an increase of 0.04 points from the previous year.
  • The percentage of companies that have achieved the statutory employment rate is 48.6% (an increase of 0.6 points from the previous year)

〈Public agencies〉

Statutory employment rate 2.5%. (The statutory rate for Prefectural Boards of Education is 2.4%.)

  • The number of persons with disabilities employed is higher than the previous year for each category of agency.
  • National level: 9,336 (7,577). Actual employment rate: 2.83% (2.31%)
  • Prefectural level: 9,699.5 (9,033). Actual employment rate: 2.73%（2.61%）
  • Municipal level: 31,424 (28,978). Actual employment rate: 2.41%（2.41%）
  • Board of Education: 14,956 (13,477.5). Actual employment rate: 2.05%（1.89%）

〈Independent administrative agencies〉

Statutory employment rate 2.5%.

  • 11,759.5 (11,612). Actual employment rate: 2.64%（2.63%）
