[MHLW] Review of the Act on the Comprehensive Support of Persons with Disabilities Started Three Years after its Enactment

On March 19th, 2021, MHLW presented the points for discussion during a review of the Act on the Comprehensive Support for the Daily and Social Life of Persons with Disabilities (hereinafter, “Act for the Comprehensive Support of Persons with Disabilities”) by the Social Security Council’s Subcommittee on Disability (106th meeting) . The Act for the Comprehensive Support of Persons with Disabilities was enacted in 2012 and partially revised in 2016. Article 2 of the Supplementary Provisions of the Act stipulates that approximately three years after the enactment of the revised act, the National Government shall take further measures, if necessary, after due consideration of the situation and other matters pertaining to the provisions of the Act for the Comprehensive Support of Persons with Disabilities and the Child Welfare Act. The Act will be reviewed by the Subcommittee with a focus on the following points.

I. Support for persons with disabilities in the community

  • The ideal nature of support with community life for persons with disabilities, bearing in mind their aging and the increasing severity of their conditions. In particular, services for them to realize and continue independent living.
  • The ideal nature of consultation services for persons with disabilities to support them in starting and sustaining community life.

Ⅱ. Support for children with disabilities

  • The ideal nature of day services for children with disabilities. In particular, the role and functions of after-school and child development support, taking into account recent changes in the social situation (increase in the number of working mothers, etc.) and the perspective of an inclusive society.
  • The support for residents over 18 years old at facilities for children with disabilities (mechanism for smooth transition, etc.)

Ⅲ. Employment support for persons with disabilities

  • Measures to respond various employment needs, such as short-time employment and transition from general employment to welfare employment due to aging.  
  • Strengthening cooperation between employment and welfare initiatives (the role of each, and challenges)

MHLW is planning to conduct interviews with related organizations from April to May (around five times) and to start discussion on individual issues from June to November (around twice a month).
