[MHLW] “Notification regarding Promotion of Disability Welfare Policies Based on the Reading Accessibility Law” Issued

On March 29th, 2021, MHLW issued its” Notification regarding Promotion of Disability Welfare Policies Based on the Reading Accessibility Law”. The notification aims to support local governments in developing their disability welfare policies based on Article 7 of the "Act on the Promotion of the Development of Reading Environments for Persons with Print Disabilities (“Reading Accessibility Act”)" (Law No. 49, 2019). The outline is as follows.

1. Strengthening user support system of braille libraries

(1) Active utilization of special management costs

These cover the expenses necessary to produce braille books and audio books, including the purchase of materials and equipment, and the securing and development of human resources, etc.

(2) Expansion of the range of users

Braille libraries can cover the needs not only of persons with visual impairments but also of those who have difficulties recognizing visual expressions due to developmental disabilities, physical disabilities, etc., by utilizing the services of Sapie Library, the Japanese National Online Library for Persons with Print Disabilities.    

(3) Support through devices

The support system should include assistance with the use of various information devices, including learning support and a lending service.

(4) Other (cooperation with public libraries, etc.)

It is essential to promote reading environments for everyone through enhanced cooperation between braille libraries and public libraries, such as sharing the expertise of the braille libraries in order to support persons with visual impairments in public libraries. In addition, the role of both libraries should be clarified and confirmed.

2. Production of special books and human resource development

In producing special books and e-books for persons with print disabilities, the following points need to be taken into consideration.

- Understanding of the needs of users in the region

- Utilization of the transmission services of the Sapie Library and the National Diet Library

- Development of human resource for the production of special books.  

3. Provision of appropriate devices

Each local government must endeavor to provide appropriate devices to improve the reading environments of people with print disabilities, including persons with developmental disabilities and upper limb disabilities.

4. Establishment of ICT support center

The establishment of an ICT support center is encouraged. This would act as a base for the provision of various support for persons with print disabilities, including consultations regarding the use of ICT equipment, training and dispatching volunteers to support the use of the Internet service of Sapie Library, etc. The range of users should be expanded through the provision of outreach counseling support.
