[MLIT] “Guidelines for MaaS-related Data Linkage” Partially Revised

On April 9th, 2021, the MLIT published the "Guidelines for MaaS-related Data Linkage Ver.2.0". MaaS (Mobility as a Service) is an initiative to make various forms of transport services more efficiently, easily, and seamlessly accessible through ICT such as smartphones. The guidelines are a summary of points for those involved in the construction of MaaS in order to ensure smooth data linkage. Since the publication of the first guidelines in March 2020, the MLIT and groups of experts have produced related guidelines and reports as follows. The discussions which took place in the process of developing these guidelines were reflected in the revision.

  • "Guidelines for Introduction and Dissemination of the System to Provide Information on Real-Time Traffic Condition for Public Buses" compiled by the General Policy Bureau of the MLIT in September 2020.
  • "Guidelines for Providing Information in order to Alleviate Train Congestion (1st Edition)" compiled by the Railway Bureau of the MLIT in March 2021.
  • "Study Group on Measures for the Utilization of MaaS in a Universal Society" compiled by the Transport and Tourism General Policy Bureau of the MLIT in February 2021.  
  • "Final Report of the Study Group on Ensuring Interoperability of Super Cities and Smart Cities" compiled by the Cabinet Office in September 2020.
  • "White Paper on the Smart City Reference Architecture" compiled by the Cabinet Office in March 2020.

The main amendments are as follows.

  1. Description of data mediation methods

Based on the discussions in the Cabinet Office, etc. on super cities/smart cities, descriptions of the following two methods of data mediation were added to the guidelines.

・ Accumulation method: data is stored in the platform and managed centrally.

・ Distribution method: data is managed by a provider.

  1. Protection of personal information when utilizing images for real-time congestion updates

Measures to protect personal information were added. It is envisaged that some images and videos taken by the public will be used for the purpose of providing real-time updates on congestion on public transportation. It is clearly stated that the personal information in those images and videos should be managed appropriately, with reference to the "Guidelines for the Introduction and Dissemination of Real-time Congestion Information Provision Systems for Public Transport (Bus Edition)"and other guidelines.

  1. Data items considered to be in high demand

Based on the discussions by the "Study Group on Measures for the Utilization of MaaS in a Universal Society", data items for which there is a high level of need were elaborated and added to the guidelines, taking into consideration the wide range of MaaS users including wheelchair users, persons with visual impairments, persons with hearing impairments, etc.
