[MHLW] First Meeting of “Study Group on Day-care Support for Children with Disabilities” Held

On June 14th, 2021, the MHLW held the first meeting of the “Study Group on Day-care Support for Children with Disabilities”. The study group was established in response to recent changes in the social and political situation, as follows.

  • Due to the amendment of the Child Welfare Act enacted in April 2012, the support system for children with disabilities has been reorganized and unified.
  • The number of users of day-care support for children with disabilities has been increasing over the past 10 years, due to factors such as an improvement in people’s understanding of developmental disabilities and an increase in the number of working mothers.
  • There is an urgent need to ensure appropriate management of the day-care centers to improve the quality of support. 

Considering these circumstances, the committee was convened to discuss the future of day-care support for children with disabilities, including their roles, functions, and target groups. The main issues discussed at the meeting were as follows.

I. The position of child development support centers

II Roles and functions of child development support and after-school day care services

III The promotion of inclusion

IV How best to provide subsidies for users of day-care support

V. How best to designate day-care support centers
