[Cabinet Office] The Amended Act to Eliminate Discrimination Against Persons with Disabilities - Draft Timeline for the Enforcement Proposed

On 28 June 2021, the Cabinet Office proposed to the Commission on Policy for Persons with Disabilities how to proceed with the deliberations to revise the Basic Policy based on the Amended Act to Eliminate Discrimination Against Persons with Disabilities.

We have already reported that the Act on Partial Amendment of Act to Eliminate Discrimination Against Persons with Disabilities was enacted on 28 May 2021. The Amended Act's effective date is to be determined by a Cabinet Order within a period not exceeding three years from the date of promulgation.

In order to enforce the Amended Act, it is necessary to revise the government's Basic Policy as stipulated in Article 6 of the Act to Eliminate Discrimination Against Persons with Disabilities. This proposal includes a draft timeline for the revision, which indicates the Committee on Policy for Persons with Disabilities will hold discussions for about a year to revise the Basic Policy. In addition, the committee will conduct a survey and research project on the state of the consultation system with the FY2021' budget. Then, in the summer of 2022, the committee will prepare a draft of the revised Basic Policy, which the Cabinet will approve after public comments. After that, the government will change the handling guidelines, and local governments and service providers build their systems. Finally, the Amended Act is scheduled to go into effect in FY2023.
