[MLHW] Announcement of the Status of the Abuse of Persons with Disabilities by Employers in FY2020

On 27 August 2021, the Ministry of Health, Labour and Welfare (MHLW) released the Status of Abuse of Persons with Disabilities by Employers in FY2020.

The MHLW has announced the abuse status information compiled by the prefectural labour bureaus  based on Article 28 of the Act on the Prevention of Abuse of Persons with Disabilities and Support for Caregivers: "The Minister of Health, Labour, and Welfare, for each fiscal year, is to announce the status of abuse of persons with disabilities by employers, measures taken in cases in the event an employer abused a person with disabilities and any other information specified by order of the MHLW."

The period of compilation is as follows.

  • Reports and notifications received between 1 April 2020 and 31 March 2021
  • Responses completed between 1 April 2020 and 31 March 2021

The main points of this report are as follows.

  1. The number of offices and persons with disabilities subject to reporting and notification decreased compared to the previous year.
  • 1,277 offices (12.4% decrease from the previous year)
  • 1,408 persons with disabilities (19.1% decrease from the previous year)
  1.  The number of offices and the number of persons with disabilities found to be abuse cases decreased compared to the previous year.
  • 401 offices (25.0% decrease from the previous year)
  • 498 persons with disabilities (35.4% decrease from the previous year)
  1. In terms of the type of abuse received, economic abuse accounted for the largest number of 419 (80.1%), followed by psychological abuse for 56 (10.7%) and physical abuse for 24 (4.6%).

The work status of the abused persons with disabilities was as follows. 160 full-time employees (32.1%), 210 part-time employees (42.2%), 37 temporary contract workers (7.4%) and 6 temporary workers (1.2%).
