[MHLW] Presentation of Proposals to Update the Levy and Grant System for the Employment of Persons with Disabilities

On March 17, 2022, the Ministry of Health, Labour and Welfare (MHLW) presented proposals to update the Levy and Grant System for the Employment of Persons with Disabilities at the Labor Policy Council's Subdivision on Employment of Persons with Disabilities. The details are as follows:

  • Financial Sustainability of the Levy and Grant System

The Levy and Grant System's financial state is expected to become more difficult. Currently, the grant and assistance to employers are inadequate, as most disbursements are for adjustment payments, etc., and the amounts of grants are low. Therefore, in order to promote the employment of persons with disabilities, why not effectively use the limited financial resources not only to stabilize the finances of the Levy and Grant System for the Employment of Persons with Disabilities but also to enhance support for specific initiatives by employers who hire persons with disabilities.

  • Expansion of the scope of the Levy and Grant System for the Employment of Persons with Disabilities for small and medium-sized enterprises (SMEs)

Many SMEs do not employ persons with disabilities due to a lack of knowledge, and more than half of them have not achieved the employment quota. Under these circumstances, expanding the Levy and Grant System to companies with less than 100 employees requires careful consideration. Given this, why not first address the issue of the lack of knowlege, and then promote the employment of people with disabilities to individual companies?

  • Continuous long-term employment for middle-aged and older workers, etc.

There are many cases in which persons with disabilities, who have been continuously employed for a long period of time, such as middle-aged and older workers, can remain active regardless of age if their employers would just give them the appropriate accommodation. Given that, instead of uniformly recognizing employment difficulties and evaluating the employment quota of persons with disabilities, why not support employers to actively consider and promote the productivity of middle-aged and older workers with disabilities?
