[MLIT] Publication of Guidelines for Facilitating Smooth Transportation on Roads

On 29 March 2022, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) published the Guidelines for Facilitating Smooth Transportation on Roads (Guidelines).

The Barrier-Free Act was amended in May 2020 to expand the scope of passenger-specific vehicle stopping facilities, or road facilities for passengers, for example, bus passengers, to be subject to compliance with the standards. In addition, road administrators are required to make efforts to comply with the standards (soft standards) on how to provide services using passenger-specific vehicle stopping facilities. In response to this amendment, the MLIT revised the Standards for Facilitating Smooth Transportation on Roads (Standard) in March 2021.

The Guidelines are designed to help those in charge of road projects in light of the standards to form road spaces that incorporate universal design, understand the required road structures, develop plans, implement and evaluate projects, build, reconstruct and manage specified roads and passenger-specific vehicle stopping facilities in accordance with the Barrier-Free Act and Standards, and carry out other road maintenance.

The Guidelines were prepared after a study by the “Round-table Conference on Universal Design of Road Spaces,” consisting of academic experts, relevant organizations, and business operators.
